รัฐควรหาวิธีการให้โรงเรียนมีเอกภาพในการบริหารวิชาการให้มากขึ้น มีนโยบายส่งเสริมการพัฒนาสื่อการสอนอย่างเป็นระบบ หารูปแบบการสอนภาษาที่เหมาะสมกับสังคมพหุภาษาโดยเฉพาะในสามจังหวัดชายแดนภาคใต้
