อุทยานแห่งชาติดอยหลวง มีอาณาเขตครอบคลุมพื้นที่รอยต่อของ 3 จังหวัด คือ เชียงราย ลำปาง และพะเยา เป็นอุทยานแห่งชาติที่ได้ยกฐานะมาจากวนอุทยานน้ำตกจำปาทอง วนอุทยานน้ำตกผาเกล็ดนาค วนอุทยานน้ำตกปูแกง และวนอุทยานน้ำตกวังแก้ว รวม 4 แห่ง ที่มีพื้นที่ติดต่อเป็นผืนเดียวกัน มีสภาพธรรมชาติและจุดเด่นเป็นแหล่งท่องเที่ยวที่มีความสวยงามมากแห่งหนึ่งของภาคเหนือ มีเนื้อที่ทั้งหมดประมาณ 731,250 ไร่ หรือ 1,170 ตารางกิโลเมตร

กองอุทยานแห่งชาติได้มีหนังสือ ที่ กส 0708/3430 ลงวันที่ 30 พฤศจิกายน 2524 เสนอกรมป่าไม้ เพื่อขอยกฐานะวนอุทยานน้ำตกจำปาทอง วนอุทยานน้ำตกผาเกล็ดนาค อำเภอเมือง จังหวัดพะเยา และวนอุทยานน้ำตกปูแกง อำเภอพาน จังหวัดเชียงราย ซึ่งมีอาณาเขตติดต่อกันและอยู่ในป่าเทือกเขาดอยหลวงด้วยกันเป็นอุทยานแห่งชาติดอยหลวง โดยได้มีคำสั่งกรมป่าไม้ ที่ 1578/2524 ลงวันที่ 1 ธันวาคม 2524 ให้ นายธวัชชัย เสถียรกาล นักวิชาการป่า 4 ไปทำการสำรวจเบื้องต้นและทำหน้าที่หัวหน้าอุทยานแห่งชาติดอยหลวง ซึ่งอุทยานแห่งชาติดอยหลวงได้มีหนังสือที่ กษ 0713(ดล)/5 ลงวันที่ 2 มิถุนายน 2525 ส่งรายงานการสำรวจ ปรากฏว่าพื้นที่ดังกล่าวมีจุดเด่นทางธรรมชาติที่สวยงามหลายแห่งมีสภาพป่าที่อุดมสมบูรณ์ เหมาะสมที่จะรวมวนอุทยานทั้งหมด จัดตั้งเป็นอุทยานแห่งชาติ

ต่อมาจังหวัดลำปางและป่าไม้เขตลำปางได้ขอให้กรมป่าไม้จัดบริเวณวนอุทยาน น้ำตกวังแก้ว จังหวัดลำปาง เป็นอุทยานแห่งชาติเพื่อให้สอดคล้องกับมติคณะรัฐ เมื่อวันที่ 25 มกราคม 2526 ที่กำหนดให้จังหวัดลำปางเป็นจังหวัดส่งเสริมการท่องเที่ยว ผลการสำรวจปรากฏว่า มีพื้นที่เป็นบริเวณติดต่ออยู่ในเทือกเขาดอยหลวง ซึ่งเป็นป่าผืนเดียวกันทั้งหมดและเป็นป่าต้นน้ำลำธารชั้นที่ 1 A ตามมติคณะรัฐมนตรี เมื่อวันที่ 28 พฤษภาคม 2528 และเป็นแหล่งต้นน้ำลำธารที่สำคัญของลำห้วยหลายสายซึ่งไหลลงสู่กว้านพะเยา พื้นที่ที่สำรวจมีธรรมชาติและจุดเด่นที่สวยงามมากมาย เหมาะสำหรับการจัดตั้งเป็นอุทยานแห่งชาติ

กองอุทยานแห่งชาติ กรมป่าไม้ ได้นำเสนอคณะกรรมการอุทยานแห่งชาติมีมติในการประชุมครั้งที่ 4/2523 เมื่อวันที่ 30 ตุลาคม 2528 เห็นชอบในหลักการที่จะให้ดำเนินการออกพระราชกฤษฎีกากำหนดพื้นที่ดังกล่าวเป็นอุทยานแห่งชาติดอยหลวงต่อไปได้ ทั้งนี้ให้กันพื้นที่บริเวณที่ราษฎรถือครองออกเสียก่อน โดยให้ยึดถือแนวทางปฏิบัติตามมติคณะรัฐมนตรี เมื่อวันที่ 12มิถุนายน 2527 คือ ให้ยึดถือภาพถ่ายทางอากาศปี 2510 เป็นเกณฑ์พิจารณา
