ตั้งอยู่เชิงสะพานกิตติขจร ก่อนเข้าตัวเมืองตาก จากหลักฐานทางประวัติศาสตร์เมืองตากเป็นเมืองเก่ามีมาก่อนสมัยกรุงสุโขทัย เป็นเมืองที่มีพระมหาราชเจ้าในอดีตได้เสด็จมาชุมนุมกองทัพที่เมืองตากถึง 4 พระองค์ คือ พ่อขุนรามคำแหงมหาราช ทรงชนช้างกับขุนสามชนเจ้าเมืองฉอด สมเด็จพระนเรศวรมหาราช ทรงประกาศอิสรภาพ ณ เมืองแกรง แล้วยกทัพกลับราชอาณาจักรไทย โดยเสด็จผ่านดินแดนเมืองตากเป็นแห่งแรก สมเด็จพระนารายณ์มหาราช ทรงนำทัพไปตีหัวเมืองฝ่ายเหนือ และได้สร้างวัดพระนารายณ์ ปัจจุบันอยู่ที่เชิงสะพานกิตติขจร และ สมเด็จพระเจ้าตากสินมหาราช เคยได้รับพระบรมราชโองการแต่งตั้งเป็นเจ้าเมืองตากเพื่อเป็นการรำลึกถึงพระมหากรุณาธิคุณของอดีตมหาราช ทั้งสี่พระองค์ และเป็นศูนย์รวมจิตใจของชาวจังหวัดตาก จึงได้จัดสร้างศาลหลักเมืองสี่มหาราชขึ้น เมื่อ พ.ศ. 2535
