3. ในกรณีที่มีปัญหาเกี่ยวกับการดำเนินการตามบันทึกข้อตกลงความร่วมมือฉบับนี้ ให้ทั้งหกหน่วยงานตีความและวินิจฉัยปัญหาเกี่ยวกับการปฏิบัติตามบันทึกข้อตกลงความร่วมมือนี้ คำวินิจฉัยของทั้งหกหน่วยงานให้ถือเป็นที่สิ้นสุด
