หลักสูตร เน้นที่ประสบการณ์ของผู้เรียนเป็นหลักสำคัญ และควรเป็นประสบการณ์ที่สัมพันธ์กับสังคมด้วย เรียกว่า Child – centered Curriculum หรือ Activity – centered curriculum เนื้อหาที่ได้รับความสนใจเป็นพิเศษ คือ สังคมศึกษาและภาษาที่ใช้สื่อความหมาย นอกจากนั้นมีวิชาทางวิทยาศาสตร์และคณิตศาสตร์ที่เน้นหนักทางด้านวิธีการมากกว่าตัวเนื้อหา เช่น วิธีการทางวิทยาศาสตร์ในการแก้ปัญหา และวิชาที่มีเนื้อหาเกี่ยวกับสภาพและปัญหาต่าง ๆ ของสังคมก็จะจัดให้มีการสอนด้วย
