ความเป็นมา : สภาพพื้นที่ป่าที่กำหนดเป็นเขตป่าอนุรักษ์ตามมติคณะรัฐมนตรี เมื่อวันที่ 10 และ 7 มีนาคม 2535 ในเขตพื้นที่ป่าสงวนแห่งชาติภูแลนคาด้านทิศเหนือ และป่าสงวนแห่งชาติภูแลนคาด้านทิศใต้ของท้องที่อำเภอเมือง อำเภอบ้านเขว้า อำเภอหนองบัวแดง และอำเภอเกษตรสมบูรณ์ จังหวัดชัยภูมิ ตามคำสั่งกรมป่าไม้ที่ 2262/2539 ลงวันที่ 13 ธันวาคม 2539 ได้ให้นายสุรชัย นายจำเริญ เจ้าพนักงานป่าไม้ 5 ส่วนอุทยานแห่งชาติ หัวหน้าอุทยานแห่งชาติตาดโตน ให้ไปดำเนินการสำรวจ เบื้องต้นป่าสงวนดังกล่าว เพื่อจัดตั้งเป็นอุทยานแห่งชาติ โดยได้เข้าไปประสานงานกับทางจังหวัด ชัยภูมิ และจากการสำรวจเจ้าหน้าที่ได้ประสานงานกับหน่วยงาน ทั้งภาครัฐและเอกชน องค์กรต่าง ๆ ประชาชน และรวมถึงหน่วยงานป่าไม้ประจำจังหวัดชัยภูมิ และป่าไม้เขตนครราชสีมาที่เกี่ยวข้อง

ในคราวประชุมครั้งที่ 1/2539 ลงวันที่ 23 กันยายน 2539 ของคณะอนุกรรมการป้องกันและปราบปรามการลักลอบทำลายทรัพยากรป่าไม้ พิจารณาเห็นชอบในการกำหนดประกาศพื้นที่ป่าอนุรักษ์บางส่วน ในเขตพื้นที่ป่าสงวนแห่งชาติป่าภูแลนคาด้านทิศเหนือ และป่าสงวนแห่งชาติป่าภูแลนคาด้านทิศใต้ ซึ่งมีเนื้อที่ประมาณ 92,500 ไร่ เพื่อจัดตั้งเป็นอุทยานแห่งชาติ ตามหนังสือกองอุทยานแห่งชาติ ที่ กษ. 0712/พิเศษ ลงวันที่ 20 ธันวาคม 2539 ได้มีมติเห็นชอบและให้การสนับสนุนที่กรมป่าไม้จะประกาศพื้นที่ป่าอนุรักษ์ดังกล่าว เป็นอุทยานแห่งชาติโดยเร็ว และมีมติแนวความคิดเห็นตรงกัน โดยให้ชื่อหน่วยงานใหม่นี้ว่า “อุทยานแห่งชาติภูแลนคา” ด้วยเหตุผลที่ว่าแหล่งท่องเที่ยวต่าง ๆ ของอุทยานแห่งชาติแห่งใหม่นี้ตั้งอยู่ในเทือกเขาภูแลนคา และเป็นที่รู้จักกันดีของประชาชนโดยทั่วไป ซึ่งนายสถิตย์ สวินทร อธิบดีกรมป่าไม้ อนุมัติให้ใช้ชื่อ “อุทยานแห่งชาติภูแลนคา” เมื่อวันที่ 20 มกราคม 2540

ต่อมาปี 2550 ได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าภูแลนคาด้านทิศเหนือ และป่าภูแลนคาด้านทิศใต้ ในท้องที่ตำบลบ้านหัน ตำบลสระโพนทอง ตำบลโนนกอก ตำบลซับสีทอง ตำบลบ้านเดื่อ อำเภอเกษตรสมบูรณ์ ตำบลกุดชุมแสง ตำบลคูเมือง อำเภอหนองบัวแดง ตำบลท่ามะไฟหวาน อำเภอแก่งค้อ ตำบลห้วยต้อน อำเภอเมืองชัยภูมิ ตำบลภูแลนคา อำเภอบ้านเขว้า จังหวัดชัยภูมิ เนื้อที่ประมาณ 200.50 ตารางกิโลเมตร หรือ 125,312.50 ไร่ ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศในราชกิจจานุเบกษา เล่ม 124 ตอนที่ 37 ก ลงวันที่ 27 กรกฎาคม 2550 จัดเป็นอุทยานแห่งชาติลำดับที่ 108 ของประเทศ
