สิ่งเสพติด หรือ ยาเสพติด ในความหมาย

สิ่งเสพติด หรือ ยาเสพติด ในความหมายของ องค์การอนามัยโลก (World Health Organization or WHO) จะหมายถึงสิ่งที่เสพเข้าไปแล้วจะเกิดความต้องการทั้งทางร่างกายและจิตใจต่อไปโดยไม่สามารถหยุดเสพได้ และจะต้องเพิ่มปริมาณมากขึ้นเรื่อยๆ จนในที่สุด จะทำให้เกิดโรคภัยไข้เจ็บต่อร่างกายและจิตใจขึ้น

พระราชบัญญัติยาเสพติดให้โทษ พุทธศักราช 2522 ที่ใช้ในปัจจุบันได้กำหนดความหมายสิ่งเสพติดให้โทษดังนี้ สิ่งเสพติดให้โทษ หมายถึง "สารเคมีหรือวัตถุชนิดใดๆ ซึ่งเมื่อเสพเข้าสู่ร่างกายไม่ว่าจะโดยรับประทาน ดม สูบ ฉีด หรือด้วยประการใดๆ แล้วทำให้เกิดผลต่อร่างกายและจิตใจใน ลักษณะสำคัญ เช่น ต้องเพิ่มปริมาณการเสพขึ้นเรื่อยๆ มีอาการขาดยาเมื่อไม่ได้เสพ มีความต้องการเสพทั้งทางร่างกายและจิตใจอย่างรุนแรงอยู่ตลอดเวลา และทำให้สุขภาพทรุดโทรมลง กับให้รวมตลอดถึงพืช หรือส่วนของพืชที่เป็นหรือให้ผลผลิตเป็นยาเสพติดให้โทษหรืออาจใช้ผลิตเป็นยาเสพติดให้โทษ และสารเคมีที่ใช้ในการผลิตยาเสพติดให้โทษด้วย ทั้งนี้ ตามที่รัฐมนตรีประกาศในราชกิจจานุเบกษา แต่ไม่หมายความถึงยาสามัญประจำบ้านบางตำรับ ตามกฎหมายว่าด้วยยาที่มียาเสพติดให้โทษผสมอยู่"
