แนวพระราชดำริ :
พระราชดำริ เมื่อวันที่ ๒๓ กุมภาพันธ์ ๒๕๒๕ พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินไปทอดพระเนตรโครงการอ่างเก็บน้ำห้วยเปาะตามพระราชดำริ และทรงเยี่ยมราษฎร ณ บริเวณอ่างเก็บน้ำห้วยเปาะ ในท้องที่บ้านลู ตำบลห้วยหม้าย อำเภอสอง จังหวัดแพร่ และมีพระราชดำริเกี่ยวกับงานชลประทาน ว่าควรพิจารณาวางโครงการและก่อสร้างอ่างเก็บน้ำตามลำน้ำสาขาต่าง ๆ ของแม่น้ำยม เพื่อจัดหาน้ำให้ราษฎรหมู่บ้านต่าง ๆ ในเขตอำเภอสอง และอำเภอเมืองแพร่ จังหวัดแพร่ สามารถมีน้ำทำการเพาะปลูกได้ทั้งในฤดูฝน-ฤดูแล้ง และมีน้ำใช้เพื่อการอุปโภคตลอดปีด้วย ตามที่ราษฎรหมู่บ้าน ต่าง ๆ ได้ทูลเกล้า ฯ ถวายฎีกาขอพระราชทานโครงการก่อสร้างอ่างเก็บน้ำ เพื่อพิจารณาดำเนินการโดยเร่งด่วนตามความเหมาะสมต่อไป ไม่เพียงดื่มและใช้ แต่มีไว้เพิ่มคุณภาพชีวิต แม้ว่าในภาคเหนือของไทยจะมีความอุดมสมบูรณ์ตามธรรมชาติอยู่มาก แต่ปัญหาภัยแล้งกลับเป็นปัญหาที่เกิดขึ้นทุกปี จากคำร้องเรียนของประชาชน จำนวน ๕ หมู่บ้าน ในตำบลสวนเขื่อน อำเภอเมืองแพร่ จังหวัดแพร่ ซึ่งประสบปัญหาการขาดแคลนน้ำสำหรับอุปโภคบริโภค และประกอบอาชีพในฤดูแล้ง ติดต่อกันเป็นเวลาหลายปี จึงได้เรียกร้องให้สภาตำบลสวนเขื่อน เสนอโครงการสร้างอ่างเก็บน้ำเพิ่มเติม และอ่างเก็บน้ำห้วยแม่แคมก็เป็นอีกหนึ่งโครงการอันเนื่องมาจากพระราชดำริ ที่พระราชทานเพื่อบรรเทาทุกข์ให้กับราษฎร เพิ่มประโยชน์ใช้สอย ในช่วงแรกมีการคาดการณ์ไว้ว่าอ่างเก็บน้ำห้วยแม่แคม จะเป็นเพียงงานชลประทานขนาดเล็ก ที่ช่วยแก้ปัญหาภาระแห้งแล้ง และตอบสนองความต้องการน้ำขั้นพื้นฐาน คือ การอุปโภคบริโภค และทำการเกษตรขนาดย่อมให้กับชาวบ้าน แต่หลังจากการศึกษาภูมิประเทศ และสภาพทางอุทกวิทยา (Hydrology) ซึ่งเป็นการศึกษาทรัพยากรน้ำ รวมทั้งการเคลื่อนที่ และการดูแลน้ำอย่างยั่งยืนแล้ว พบว่าสามารถสร้างทำนบกั้นน้ำเพื่อปิด ลำห้วย และเก็บกักน้ำได้ แต่อ่างเก็บน้ำแม่แคมจะมีขนาดและค่าใช้จ่ายในการก่อสร้างสูงเกินงานชลประทานขนาดเล็ก จึงขยายไปเป็นโครงการขนาดกลางซึ่งเก็บน้ำได้มากกว่า ? สิ่งดี ๆ ที่มาพร้อมสายน้ำ การสร้างอ่างเก็บน้ำแม่แคม นอกจากจะทำให้ชาวบ้านมีน้ำอุปโภคบริโภคตลอดทั้งปีแล้ว ยังสามารถแจกจ่ายสำหรับทำการเกษตรได้ในพื้นที่มากกว่า ๗, ๕๐๐ ไร่ ทั้งยังช่วยป้องกันปัญหาอุทกภัยในเขตตัวเมือง เป็นแหล่งเพาะพันธุ์สัตว์น้ำ นอกจากนี้ยังเป็นสถานที่พักผ่อนหย่อนใจของชาวจังหวัดแพร่อีกด้วย

วัตถุประสงค์โครงการ :
1.ใช้เป็นแหล่งกักเก็บน้ำไว้ช่วยเหลือการเพาะปลูกให้แก่พื้นที่บางส่วนในเตตำบลร่องฟอง ตำบลบ้านถิ่น ตำบลน้ำชำ ตำบลเหมืองหม้อ ตำบลกาญจนาและตำบลป่าแดง อำเภอเมือง จังหวัดแพร่
2.เป็นแหล่งน้ำสำหรับการอุปโภค-บริโภคในช่วงฤดูแล้งของราษฎร และสัตว์เลี้ยงในเขตโครงการ
3.เพื่อยกฐานะความเป็นอยู่ของราษฎรที่อยู่ในเขตพื้นที่โครงการ และบริเวณใกล้เคียงให้ดีขึ้นเป็นแหล่งแพร่และเพาะขยายพันธ์ปลาน้ำจืดให้ราษฎรได้บริโภคและเป็นรายได้เสริม
