Job Description หรือคำอธิบายคุณลักษณะอาชีพของ Flight Dispatcher

- ต้องมีใบอนุญาต (License) ที่ได้รับการรับรองจาก ICAO, FAA หรือ JAA จึงจะสามารถทำงานได้ และจะต้องมีการสอบทวนความรู้บ่อยๆเพื่อรักษามาตรฐาน ซึ่ง Flight Dispatcher จะเป็นหนึ่งในไม่กี่สายอาชีพในแวดวงการบินที่จะต้องสอบใบอนุญาต ส่วนมาตรฐานข้อสอบของ Flight Dispatcher นั้นจะคล้ายกับ ATPL : Air Transport Pilot License เป็นเพราะว่าการทำงานที่ใกล้ชิดกับนักบินทำให้อาชีพนี้ต้องมีความรูู้เทียบเท่ากับนักบิน รวมทั้งต้องมีการทำ Flight Observation ในห้องนักบินตามวงรอบอีกด้วย

- มีความรับผิดชอบร่วมกับนักบินผู้รับผิดชอบในเที่ยวบินนั้นๆ (Pilot-In-Command) เพื่อความปลอดภัยในการปฏิบัติการบิน ภายใต้คำแนะนำของ Flight Dispatcher ถ้าหากไม่ได้มีการลงชื่อรับผิดชอบร่วมกันในเอกสาร Dispatch Releases Message เที่ยวบินนั้นจะไม่สามารถบินได้อย่างถูกต้องตามกฎหมาย ซึ่งเป็นไปตามข้อกำหนด FAR 121.533

- มีอำนาจในการล่าช้า/เลื่อน (Delay) หรือยกเลิก (Cancel) เที่ยวบินได้ ถ้าหากมีสาเหตุที่ส่งผลต่อความปลอดภัย เช่น สภาพอากาศระหว่างทางต่ำกว่าเกณฑ์, ปัญหาทางเทคนิคของเครื่องบิน เป็นต้น

- ความรู้ด้านอุตุนิยมวิทยา ซึ่งทักษะความสามารถของ Flight Dispatcher ภายใต้ ICAO ANNEX 1 : Personal Licensing กำหนดไว้ว่าจะต้องสามารถวิเคราะห์สภาพอากาศได้ เหตุผลจากการวางแผนการบินนั้นจะต้องขึ้นกับสภาพอากาศที่เป็นสิ่งสำคัญต่อการปฏิบัติการบิน โดยเฉพาะลมเป็นปัจจัยหลักอันดับต้นๆที่มีผลต่อน้ำมันเชื้อเพลิงและเกี่ยวข้องกับค่าใช้จ่ายของสายการบิน

- คำนวณสมรรถนะ, น้ำหนักของเครื่องบิน และปริมาณน้ำมันเชื้อเพลิงเพื่อใช้ในการวางแผนการบิน ภายใต้ข้อกำหนดของกฎหมายต่างๆ

- ตระเตรียมการเพื่อทำแผนการบินและ Pre-flight Briefing ให้กับนักบินก่อนทำการบิน ตาม List หัวข้อต่างๆที่กำหนดไว้ เช่น น้ำหนักวิ่งขึ้นสูงสุด, ปริมาณน้ำมันเชื้อเพลิง, รายงานสภาพอากาศ, NOTAMS รวมไปถึงข้อมูลและเอกสารที่เกี่ยวข้องที่ก่อให้เกิดความปลอดภัยในเที่ยวบิน

- มีการทำ Flight Monitoring ในระหว่างที่เครื่องบินบินอยู่ นักบินสามารถติดต่อ Dispatch Operation Center ได้ เพราะถ้าหากเกิดปัญหาระหว่างทำการบิน Flight Dispatcher ต้องช่วยเหลือในการแก้ไขปัญหา คอยให้ข้อมูลหรือคำแนะนำแก่นักบิน เช่น การเปลี่ยนสนามบินปลายทาง, การเปลี่ยนแผนการบิน, Adverse Weather Condition เป็นต้น พร้อมทั้งสามารถประสานงานกับหน่วยงานอื่นๆที่เกี่ยวข้อง เช่น หน่วยกู้ภัย ในกรณีที่เกิดสถานการณ์ฉุกเฉิน

- การทำงานเป็นกะหรือเป็นชุด (Shift working) ซึ่งจะมีทั้งกลางวันและกลางคืน (ขึ้นกับนโยบายของแต่ละหน่วยงานหรือสายการบิน) เนื่องจากธุรกิจสายการบินจะเป็นการทำงานตลอดเวลา โดยเฉพาะอย่างยิ่งแล้วสายการบินใหญ่ๆ ทำให้การทำงานของ Flight Dispatcher จะปฏิบัติงานตลอดเวลาไปด้วย
