พระราชสังวราภิมณฑ์ หรือ หลวงปู่โต๊ะ เกิดเมื่อวันที่ 27 มีนาคม พ.ศ. 2430 ในรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว เป็นบุตรของนายพลอย และนางทับ รัตนคอน มีพี่น้องอยู่ร่วมกัน 2 คน ซึ่งถึงแก่กรรมก่อนหลวงปู่ตั้งนานแล้ว ในวัยเด็ก เด็กชายโต๊ะ ได้เข้าเรียนวิชาอยู่ที่วัดเกาะแก้ว ใกล้บ้านเกิดของท่าน เมื่อมารดาถึงแก่กรรม พระภิกษุแก้ว เห็นความขยันหมั่นเพียรของเด็กชายโต๊ะ จึงได้พาเด็กชายโต๊ะ มาฝากอยู่กับพระอธิการสุข เจ้าอาวาสวัดประดู่ฉิมพลีในสมัยนั้น ส่วนนายเฉื่อยก็ไม่ได้ตามมาด้วย คงอยู่ที่วัดเกาะแก้วเหมือนเดิม ท่านได้มาเรียนหนังสืออยู่ที่วัดประดู่ฉิมพลีอยู่เป็นเวลาอยู่ 4 ปี ก็ได้บรรพชาเป็นสามเณรเมื่ออายุได้ 17 ปี เมื่อปี พ.ศ. 2447 โดยมีพระอธิการสุขเป็นอุปัชฌาย์ บรรพชาได้วันเดียวพระอธิการสุข ซึ่งเป็นพระอุปัชฌาย์และผู้อุปการะของท่านก็ได้มรณภาพ นายคล้าย นางพันธ์ ซึ่งเป็นพี่ชายกับพี่สะใภ้ของพระอธิการสุข และมีบ้านอยู่ใกล้วัดประดู่ฉิมพลีจึงได้อุปการะท่านต่อมา เมื่อบรรพชาแล้ว ท่านก็มาเรียนศึกษาพระธรรมวินัยอยู่ที่ วัดประดู่ฉิมพลี ซึ่งต่อมามีพระอธิการคำ เป็นเจ้าอาวาสสืบต่อมา พร้อมทั้งเรียนกรรมฐานกับพระอาจารย์พรหม วัดประดู่ฉิมพลีอีกท่านหนึ่งด้วย จนกระทั่งเมื่อมีอายุได้ 20 ปี สามเณรโต๊ะ ได้เข้าพิธีอุปสมบทเมื่อวันที่ 16 กรกฎาคม พ.ศ. 2450 ณ พัทธสีมา วัดประดู่ฉิมพลี โดยมีพระครูสมณธรรมสมาทาน (แสง) วัดปากน้ำ ภาษีเจริญ เป็นพระอุปัชฌาย์ พระครูอักขรานุสิต (ผ่อง) วัดนวลนรดิศ เป็นพระกรรมวาจาจารย์ พระครูธรรมวิรัต (เชย) วัดกำแพง เป็นพระอนุสาวนาจารย์ ได้รับฉายาทางธรรมว่า อินทสุวัณโณ หลงจากนั้น ท่านได้เรียนศึกษาปฏิบัติคันทธุระ วิปัสสนาธุระ หลวงปู่โต๊ะ ท่านเป็นคนมีความเพียรพยายาม จนกระทั่งสอบได้นักธรรมชั้นตรี ต่อมาพระอธิการคำ ได้มรณภาพลง ทางคณะสงฆ์จึงได้แต่งตั้งท่านให้ดำรงตำแหน่งเจ้าอาวาสวัดประดู่ฉิมพลีสืบต่อมาเมื่อวันที่ 10 กรกฎาคม พ.ศ. 2456
