เนื่องจากในปีพุทธศักราช 2558 ประเทศไทยของเรากำลังจะเข้าสู่การเป็นสมาชิกประชาคมเศรษฐกิจอาเซียน เพื่อความเจริญก้าวหน้าทางสังคมและการพัฒนาในภูมิภาคต่างๆ ทั้งนี้เราก็ต้องมีการเตรียมตัวเตรียมความพร้อม สิ่งที่พวกเราศึกษา คือ คุณภาพชีวิตของประชากรในประเทศสมาชิกกลุ่มประชาคมเศรษฐกิจอาเซียน ตั้งแต่ปัจจัยที่ทำให้เกิดความแตกต่าง และนำมาเปรียบเทียบว่าเหมือนหรือต่างกันอย่างไร อีกทั้งเสนอแนะแนวทางการปฏิบัติเพื่อปรับตัวให้เข้ากับประเทศสมาชิกอีก 9 ประเทศให้ได้ เพราะ ก่อนที่เราจะพัฒนาไปพร้อมๆกัน ก็ต้องมีคุณภาพที่ใกล้เคียงหรือเหมาะสมกันจึงจะทำให้การพัฒนาเป็นไปได้อย่างรวดเร็วและมั่นคง

ความหมายของคำว่าคุณภาพชีวิต
คุณภาพชีวิตของประชากร หมายถึง มาตรฐานการดำรงชีวิตอันเหมาะสม ของประชากรในสังคม การพัฒนาทรัพยากรมนุษย์คือการทำให้มนุษย์มี ประสิทธิภาพและ มีคุณภาพในด้านการทำงานเพื่อพัฒนาตนเอง ครอบครัว สังคมและประเทศชาติ รวมทั้งการมีสุขภาพอนามัยสมบูรณ์และมีคุณธรรม การพัฒนา คุณภาพชีวิตของประชากรในแต่ละประเทศ จำเป็นต้องเริ่มพัฒนาตั้งแต่เกิดและต่อเนื่องจนถึงตาย สำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ได้กำหนดความจำเป็นพื้นฐานหลัก ๆ ไว้ 6 ประการ ได้แก่ ด้านการศึกษา สุขภาพอนามัย การประกอบอาชีพ การมีส่วนร่วมในการพัฒนาหรือจัดการท้องถิ่นหรือบ้าน เมือง ความปลอดภัยในชีวิตและทรัพย์สิน และจิตใจในการอยู่ร่วมกันอย่างเป็นสุข เพื่อเป็นเกณฑ์ในการประเมินสถานการณ์ ปัญหา ตลอดจนแนวทางในการพัฒนา คุณภาพชีวิต
