อุทยานนี้เป็นโครงการเฉลิมพระเกียรติพระบาทสมเด็จพระพุทธเลิศหล้านภาลัย ของมูลนิธิพระบรมราชานุสรณ์พระบาทสมเด็จพระพุทธเลิศหล้านภาลัยในพระบรมราชูปถัมภ์ เพื่อเป็นการสนองพระมหากรุณาธิคุณที่ได้พระราชทานศิลปะอันงดงามไว้ เป็นมรดกแก่ชาติและได้รับการยกย่องจากองค์การศึกษาวิทยาศาสตร์และวัฒนธรรมแห่งสหประชาชาติ (UNESCO) โดยสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารีเสด็จพระราชดำเนินมาเปิดป้ายอุทยานเมื่อวันที่ 31 มีนาคม 2522 และเปิดให้ประชาชนเข้าชมภายในอุทยานได้เมื่อวันที่ 1 มิถุนายน 2530

อุทยานพระบรมราชานุสรณ์ พระบาทสมเด็จพระพุทธเลิศหล้านภาลัย แบ่งพื้นที่ออกเป็น 6 ส่วน ดังนี้

- ส่วนที่หนึ่ง
ลานจอดรถหน้าอุทยาน ปัจจุบันมีที่ขายสินค้าพื้นเมืองและผลไม้ และอาศรมศึกษาซึ่งเป็นเรือนไทยโบราณ
- ส่วนที่สอง
เป็นโรงละครกลางแจ้ง มีเนินลดหลั่นสำหรับชมการแสดง และปลูกพันธุ์ไม้ต่างๆ
- ส่วนที่สาม
อาคารทรงไทย 5 หลัง จัดเป็นพิพิธภัณฑ์ 4 หลัง และอาคารซ้อมโขน ละครและเก็บเครื่องดนตรีไทย 1หลัง
- ส่วนที่สี่
สวนพันธุ์ไม้ในวรรณคดีนานาชนิด เพื่อประโยชน์แก่การศึกษาและอนุรักษ์พันธุ์ไม้ มีหุ่นจำลองเรื่องในวรรณคดี สังข์ทอง ไกรทอง
- ส่วนที่ห้า
พื้นที่ติดแม่น้ำ มีศาลาเอนกประสงค์สำหรับนั่งพักผ่อน มีร้านจำหน่ายอาหาร เครื่องดื่มและสินค้าพื้นเมือง มีเรือประพาสอุทยาน ประชาชนขึ้นชมได้

ภายในประดิษฐ์พระบรมรูปพระบาทสมเด็จพระพุทธเลิศหล้านภาลัย และจัดศิลปโบราณวัตถุสมัยต้นรัตนโกสินทร์ เป็นต้นว่า เครื่องเบญจงรค์ เครื่องถ้วย หัวโขน ซึ่งเป็นอุปกรณ์การแสดงนาฏกรรมตามบทวรรณคดีพระราชนิพนธ์ใน พระบาทสมเด็จพระพุทธเลิศหล้านภาลัย หุ่นวรรณคดีเรื่องสังข์ทองและอิเหนา หนังใหญ่

จัดไว้ที่ชั้นล่างอาคารปีกซ้าย แสดงลักษณะครัวไทยและห้องน้ำของคนชั้นกลาง มีเครื่องหุงต้ม ถ้วยชาม สำหรับอาหาร เป็นต้น
ตำแหน่งศิลาฤกษ์
