นับตั้งแต่กิจกรรมกีฬาสากลได้แพร่หลายในประเทศไทยในรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ 5 เป็นต้นมา กีฬาสากลในประเทศไทยได้รับการส่งเสริมและเป็นที่สนใจของประชาชนอย่างกว้างขวางควบคู่กับกีฬาพื้นบ้านหรือกีฬาประเพณีมาโดยตลอด ในการดำเนินการกีฬาในสมัยนั้น ได้รับพระราชกิจจานุเบกษาว่าด้วยการส่งเสริมกีฬาเพื่อเป็นแนวทางการสนับสนุนการจัดการแข่งขันกีฬาตลอดจนการรับผู้เชี่ยวชาญจากต่างประเทศมาช่วยเหลือการกีฬาในประเทศ เป็นต้น ทั้งนี้โดยมีกระทรวงธรรมการ หรือกระทรวงศึกษาธิการในปัจจุบันเป็นหน่วยงานที่ได้รับมอบเป็นผู้ดำเนินการ

ในปี 2507 ความพยายามที่จะก่อตั้งองค์การกีฬาระดับรัฐเป็นผลสำเร็จ เมื่อพระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ ให้ประกาศว่า โดยที่เป็นการสมควรจัดตั้งองค์การส่งเสริมกีฬาแห่งประเทศไทย อาศัยอำนาจตามความในมาตรา 3 แห่งพระราชบัญญัติว่าด้วยการจัดตั้งองค์การของรัฐบาล พ.ศ.2496 จึงทรงพระกรุณาโปรดเกล้าฯ ให้ตราพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมกีฬาแห่งประเทศไทย พ.ศ.2507 ขึ้น เมื่อวันที่ 12 กันยายน 2507 (เหตุผลในการประกาศใช้พระราชกฤษฎีกาฉบับนี้ คือ เนื่องจากกีฬาเป็นสิ่งสำคัญยิ่งอย่างหนึ่งในการสร้างเสริมพลังกายและกำลังใจของบุคคลให้รู้จักตัดสินใจในทางที่ถูกที่ควร เป็นการเผยแพร่ให้ประเทศไทยเป็นที่รู้จักแก่ชาวโลก และเป็นเหตุหนึ่งที่ก่อให้เกิดความผูกพันทางมิตรภาพระหว่างประเทศ แต่ขณะนี้กีฬาของประเทศไทยยังไม่ก้าวหน้าเท่าที่ควร จำเป็นต้องเร่งรีบส่งเสริมให้ทัดเทียมนานาประเทศ โดยสนับสนุนให้เกิดความสนใจและนิยมกีฬามากยิ่งขึ้น อีกประการหนึ่งคณะกรรมการเกี่ยวกับกีฬาต่าง ๆ ยังกระจัดกระจายกันอยู่ การดำเนินงานไม่สะดวกและรวดเร็วตามต้องการ สมควรต้องมีองค์การรับผิดชอบโดยเฉพาะขึ้น เพื่ออำนวยบริการแก่ประชาชน) โดยมีวัตถุประสงค์ ดังนี้

6. เสนอแนะแก่หน่วยราชการ หรือองค์การของรัฐบาลในเรื่องกีฬาเพื่อปรับปรุงแก้ไขหรือชักจูงเร่งเร้าให้เกิดความนิยมในกีฬาอย่างกว้างขวาง
7. เสาะแสวงหาและรวบรวมหลักฐานต่าง ๆ จากหน่วยราชการองค์การของรัฐบาลหรือเอกชน เพื่อประโยชน์ในการจัดทำสถิติเกี่ยวแก่กีฬ่าสมัครเล่น
เพื่อดำเนินการให้เป็นไปตามวัตถุประสงค์ดังกล่าว ให้ อ.ส.ก.ท.มีอำนาจรวมถึง การสอดส่องและควบคุมการดำเนินกิจการกีฬาสมัครเล่น เพื่อป้องกันมิให้เกิดอันตรายแก่ผู้เล่นกีฬา หรือเกิดความเสียหาย หรือเป็นภัยแก่ประเทศชาติด้วย
องค์การส่งเสริมกีฬาแห่งประเทศไทย (อ.ส.ก.ท.) เป็นหน่วยงานรัฐวิสาหกิจ สังกัดสำนักนายกรัฐมนตรี บริหารงานโดยคณะกรรมการองต์การส่งเสริมกีฬาแห่งประเทศไทย ซึ่งคณะรัฐมนตรีเป็นผู้แต่งตั้ง มีผู้อำนวยการ อ.ส.ก.ท.ซึ่งคณะกรรมการแต่งตั้งเป็นกรรมการเพื่อดำเนินกิจการของ อ.ส.ก.ท. และมีหลวงสุขุมนัยประดิษฐ เลขาธิการสำนักงาน ก.พ. ซึ่งเป็นผู้ก่อตั้งสมาคมกีฬาหลายแห่ง ได้รับการแต่งตั้งเป็นผู้อำนวยการองค์การส่งเสริมกีฬาแห่งประเทศไทย (อ.ส.ก.ท.) คนแรก

ภายหลังการแข่งขันเอเชี่ยนเกมส์ ครั้งที่ 5 ในปี 2509 สิ้นสุดลง คณะรัฐมนตรีในการประชุมเมื่อวันที่ 7 กุมภาพันธ์ 2510 ได้รับทราบสรุปรายงานการแข่งขันกีฬาเอเชี่ยนเกมส์ ครั้งที่ 5 และมีมติมอบสถานกีฬาและที่ดินในบริเวณสถานกีฬาหัวหมากทั้งหมด ซึ่งมีพื้นที่รวม 265.452 ไร่ ให้ อ.ส.ก.ท.เป็นผู้ดูแลรักษา และเมื่อได้รับมอบหมายให้ดูแลสถานกีฬาดังกล่าว อ.ส.ก.ท.ยังต้องจัดซื้อที่ดินที่มีปัญหาติดค้างมาจากการเวณคืนที่ 1 แปลง ซึ่งเป็นพื้นที่ดินที่อยู่ในเขตกีฬาด้านหน้า มีเนื้อที่จำนวน 4 ไร่ 96 ตารางวา (ด้วยเงินงบประมาณประจำปี 2511 จำนวน 280,000 บาท) สถานกีฬาหัวหมากจึงมีพื้นที่รวมทั้งสิ้นเป็นจำนวน ประมาณ 270 ไร่ ตั้งแต่นั้นมา
