นายศุภกร วงศ์ปราชญ์ รองปลัดกระทรวงศึกษาธิการ (ศธ.) เลขาธิการสำนักงานลูกเสือแห่งชาติ เปิดเผยว่า กระทรวงศึกษาธิการ (ศธ.) สำนักงานลูกเสือแห่งชาติ และสมาคมลูกเสืออาเซียนเพื่อความร่วมมือในภาคพื้น กำหนดจัดงานชุมนุมลูกเสืออาเซียน ครั้งที่ 4 ภายใต้แนวคิด “ร่วมกันสานฝันสู่สันติภาพ” หรือ “Gathering for Peace” ที่ค่ายลูกเสือวชิราวุธ จ.ชลบุรี ระหว่างวันที่ 28 พ.ย.-4 ธ.ค.นี้ ซึ่งกิจกรรมลูกเสือระดับนานาชาติครั้งนี้นับเป็นครั้งแรกที่ประเทศไทยได้รับเกียรติเป็นเจ้าภาพ โดยกิจกรรมดังกล่าวจัดขึ้นเพื่อเฉลิมพระเกียรติ พระบาทสมเด็จพระเจ้าอยู่หัว องค์ประมุขคณะลูกเสือแห่งชาติ ในวโรกาสเจริญพระชนมายุ 86 พรรษา พร้อมกันนี้ยังเป็นการกระชับความสัมพันธ์ สร้างประสบการณ์ระหว่างผู้บังคับบัญชาลูกเสือและลูกเสือ เนตรนารี ของประเทศไทย กับประเทศสมาชิกลูกเสือโลกภาคพื้นเอเชียแปซิฟิกและภูมิภาคอาเซียน ที่มาร่วมงานกว่า 7,500 คน โดยแบ่งค่ายชุมนุมออกเป็น 5 ค่ายย่อย ประกอบด้วย โบลเกีย, ชิบูบู, บากัน ลาลัง, มาคีลิ่ง และซาลิมบุน ส่วนไทยจัดค่ายหลวงบ้านไร่ สำหรับผู้บังคับบัญชาลูกเสือ

นอกจากนี้ เพื่อให้กิจกรรมลูกเสือเชื่อมโยงกับการเปิดประชาคมอาเซียน 2558 ในส่วนของผู้บังคับบัญชาลูกเสือจึงมีหลักสูตรลูกเสืออาชีพซึ่งเป็นหลักสูตรกลางในระดับอาเซียน เพื่อให้ผู้ที่เข้ารับการอบรมสามารถเป็นวิทยากรให้ประเทศต่างๆ ได้ส่วนการเรียนการสอนวิชาลูกเสือนั้นยังไม่มีการทำหลักสูตร แต่มีเพียงแนวคิดที่ว่าจะต้องวางแผนให้มีหลักสูตรลูกเสือที่สัมพันธ์กันระหว่างสมาชิกอาเซียน แต่สำนักงานลูกเสือแห่งชาติก็จัดทำสารานุกรมภาษาอังกฤษ ญี่ปุ่น และจีน รองรับไว้แล้ว ซึ่งคาดว่าเมื่อเปิดประชาคมอาเซียน หลักสูตรลูกเสืออาเซียนจะแล้วเสร็จพร้อมนำไปใช้ โดยเป้าหมายของหลักสูตรนอกจากฝึกทักษะการดำรงชีวิตแล้ว ยังมุ่งเน้นความรักความสามัคคีระหว่างชนชาติสมาชิก เพื่อเป็นกำลังส่งเสริมให้เกิด Peace หรือสันติภาพบนโลกใบนี้
