การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาเพื่อศึกษาปัญหาและแนวทางการบริหารงานวิชาการกลุ่มโรงเรียนมัธยมศึกษา เขตพื้นที่การศึกษามัธยมศึกษา เขต 36 กลุ่มย่อยที่ 2 จังหวัดเชียงราย ตัวอย่างที่ใช้ จำนวน 221 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลแบบสอบถาม วิเคราะห์ข้อมูลโดยหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า ปัญหาการบริหารงานวิชาการโดยภาพรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการพัฒนาหลักสูตรสถานศึกษา มีปัญหาอยู่ในระดับมาก ด้านการพัฒนากระบวนการเรียนรู้ มีปัญหาอยู่ในระดับมาก ด้านการวัดผล ประเมินผล และเทียบโอนผลการเรียนพบว่า มีปัญหาอยู่ในระดับมาก ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา มีปัญหาอยู่ในระดับมาก ปัญหาที่พบมาก ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยีเพื่อการศึกษา พบว่า มีปัญหาอยู่ในระดับมาก ด้านการพัฒนาแหล่งการเรียนรู้พบว่า มีปัญหาอยู่ในระดับมาก แนวทางการบริหารงานวิชาการพบว่า ด้านการพัฒนาหลักสูตรสถานศึกษา คือ จัดทำโครงการการนิเทศการใช้หลักสูตรอย่างเป็นระบบโดยการจัดทำปฏิทิน และแต่งตั้ง คณะกรรมการในการดำเนินการ และรายงานผลเพื่อนำไปพัฒนาปรับปรุง ด้านการพัฒนากระบวนการเรียนรู้ คือ จัดสรรงบประมาณให้เพียงพอ ด้านการวัดผล ประเมินผล และเทียบโอนผลการเรียน คือ ประชุมชี้แจงแนวทางการปฏิบัติให้ครูทราบเกี่ยวกับระเบียบการวัดประเมินผลและการเทียบ โอนเพื่อสร้างความเข้าใจให้ครูเข้าใจตรงกัน ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา คือ ควรมีทุนสนับสนุนงานวิจัยของครูให้เป็นรูปธรรม ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยีเพื่อการศึกษา คือ ควรเพิ่มงบประมาณในการจัดทำสื่อและนวัตกรรมให้กับครูผู้สอน ด้านการพัฒนาแหล่งการเรียนรู้ คือ ระดมทรัพยากรจากทุกภาคส่วนมาสนับสนุน
