สภาพปัญหาของการศึกษา
จากเอกสาร บทความทางวิชาการ หรืองานวิจัย ทำให้พบปัญหาเกี่ยวกับระบบการศึกษาของไทยตั้งแต่อดีตจนถึงปัจจุบัน ซึ่งมีอยู่หลายประการ และยังเป็นปัญหาเรื้อรังไว้ ซึ่งปัญหาต่างๆนั้น เป็นปัญหาที่มีความสำคัญยิ่งที่จะพัฒนาประเทศให้เจริญก้าวหน้าได้เพราะเป็นเสมือนแม่พิมพ์ที่คอยกำหนดทิศทางของประเทศชาติ ซึ่งปัญหาต่างๆมีดังนี้
1. ปัญหาครู เรื่องที่สําคัญ ได้แก่ ปัญหาการผลิตครูที่ยังไม่สามารถผลิตให้ได้ในปริมาณที่เหมาะสม เพียงพอในทุกระดับการศึกษาและสาขาวิชา ซึ่งเรื่องสาขาวิชาจะพบบ่อยมาก ที่ครูจบสาขาหนึ่งกลับต้องมาสอนอีกสาขาหนึ่งที่ตนไม่ได้มีความชำนาญ ทําให้เกิดปัญหาด้านประสิทธิภาพทางความรู้ตามมา ส่วนปัญหาคุณภาพครูแม้จะจบสายตรงมายังพบว่ายังมีครูบางส่วนที่ยังไม่ได้มาตรฐานด้านความรู้ที่ดีเพียงพอที่จะถ่ายทอดให้กับผู้เรียน นอกจากนี้ ครูบางส่วนยังขาดความตระหนักในหน้าที่ ความรับผิดชอบ ขาดคุณธรรมจริยธรรม รวมทั้งปัญหาหนี้สินของครู ซึ่งเป็นเหตุให้ครูขาดขวัญกําลังใจในการทํางาน และมีคุณภาพชีวิตลดลง ทําให้อุทิศตนต่อการปฏิบัติหน้าที่ ที่รับผิดชอบได้ไม่เต็มที่ ปัญหาทั้งหมดที่กล่าวมาทําให้ผลสัมฤทธิ์ในการเรียนการสอนของผู้รับการศึกษาหรือผู้เรียนและคุณภาพการศึกษาโดยรวมของประเทศลดลงไปด้วย
จากปัญหาที่กล่าวมาเราพอที่จะเห็นภาพเรื่องที่ครูไม่มีความใส่ใจกับการสอนเท่าที่ควร ปัญหาที่เกิดขึ้นส่วนหนึ่งเป็นเพราะค่าตอบแทนของแม่พิมพ์ของชาตินั้นน้อยกว่าอาชีพอย่างอื่นมาก และสวัสดิการของครูก็ยังไม่มากพอเท่าที่ควร ซึ่งจะสังเกตได้จากครูหลายๆท่าน เป็นลูกหนี้กันมาก เพราะค่าตอบแทนที่ได้มา ไม่มากพอที่จะทำให้ครูอุทิศตนเพื่อให้ความรู้นักเรียนอย่างเต็มที่ แต่สอนไปเพียงเพราะเป็นหน้าที่ ที่ได้รับมอบหมายเท่านั้น ครูขาดจิตวิญญาณในการเป็นครู ส่งผลกระทบมาสู่นักเรียนผู้เป็นอนาคตของชาติ ที่จะเป็นกำลังสำคัญในการพัฒนาประเทศชาติ
2. ปัญหาการเรียนรู้ เรื่องที่สําคัญ ได้แก่ ปัญหาคุณภาพการศึกษาและคุณภาพของผู้เรียนตกต่ํา โดยเฉพาะกรณีที่เด็กอ่านไม่ออกเขียนไม่ได้ ปัญหาหลักสูตรการเรียนการสอน กระบวนการจัดการเรียนรู้ และการวัดประเมินผล รวมทั้งการเรียนการสอนวิชาประวัติศาสตร์และหน้าที่ความเป็นพลเมืองซึ่งเป็นวิชา ที่ได้รับความสําคัญน้อยมากในปัจจุบัน
เราจะสังเกตเห็นว่าหลักสูตรการเรียนการสอนของประเทศไทยนั้นถูกปรับเปลี่ยนบ่อยมากจนทำให้สิ่งที่สำคัญบางสิ่งถูกลืมไป โดยเฉพาะวิชาที่ทำให้นักเรียนเป็นคนที่มีคุณะรรม จริยธรรม การมีน้ำใจ เพราะเน้นการผลิตนักเรียนนักศึกษาให้มีความชำนาญด้านวิชาการ และผลิตให้เด็กแข่งขันกันอย่างเอาจริงเอาจังจน ลืมไปว่าเราต้องอยู่ร่วมกันในสังด้วยการพึ่งพาอาศัยกัน และการเห็นอกเห็นใจกัน
3. ปัญหาระบบการบริหารจัดการ เรื่องที่สําคัญ ได้แก่ ปัญหาในเรื่องโครงสร้างการบริหารจัดการ การศึกษา ปัญหาการกระจายอํานาจการบริหารและจัดการการศึกษาจากส่วนกลางสู่เขตพื้นที่การศึกษา และ สถานศึกษา หน่วยที่นําไปปฏิบัติยังไม่มีความเป็นอิสระและคล่องตัวในการบริหารงานและจัดการศึกษา เท่าที่ควร
และนี่เป็นตัวการที่สำคัญที่วางระบบการจัดการการศึกษาและหากระบบการจัดการทำได้ไม่ดีพอก็จะส่งผลถึงผู้เรียนด้วย ทิศทางการบริหารและจัดการต้องเป็นไปอย่างมีระบบและครอบคลุมทุกหน่วยงานด้านการศึกษา เพื่อให้เกิดผลสำฤทธิ์สูงสุด
4. ปัญหาการกระจายโอกาสและคุณภาพการศึกษา เรื่องที่สําคัญ ได้แก่ ปัญหาการจัดการศึกษา โดยภาครัฐของไทยมีการรวมศูนย์โดยส่วนกลาง แม้จะเปิดโอกาสให้พัฒนาหลักสูตรท้องถิ่นและหลักสูตร สถานศึกษาได้เอง แต่ในทางปฏิบัติสํานักงานเขตพื้นที่การศึกษาส่วนใหญ่ยังไม่ให้ความสําคัญกับการพัฒนา หลักสูตรท้องถิ่นและหลักสูตรสถานศึกษา รวมทั้งเกิดความเหลื่อมล้ำและความไม่เป็นธรรมทางการศึกษา ในพื้นที่โรงเรียนชายขอบ โดยเฉพาะโรงเรียนขนาดเล็ก และการศึกษาของเด็ก ยากจนและเด็กด้อยโอกาส ซึ่งเป็นปัจจัยที่ทําให้เกิดปัญหาความไม่เท่าเทียมกันในคุณภาพของการศึกษา เป็นต้น
