การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการมีส่วนร่วมของประชาชนในการพัฒนาการบริหารจัดการวิทยุชุมชนจังหวัดอุตรดิตถ์ และศึกษาแนวทางการพัฒนาการบริหารจัดการสถานีวิทยุชุมชน โดยการมีส่วนร่วมของประชาชนจังหวัดอุตรดิตถ์ ประชากรและกลุ่มตัวอย่างคือ ประชาชนในจังหวัดอุตรดิตถ์ จำนวน 400 คน จากการสุ่มตามสะดวก กลุ่มผู้ให้ข้อมูลสำคัญคือ เจ้าของสถานีวิทยุชุมชน องค์กรปกครองส่วนท้องถิ่น ผู้นำหมู่บ้านและตัวแทนคณะสงฆ์ จำนวน 10 คนจากการสุ่มเลือกแบบเจาะจง เครื่องมือที่ใช้ประกอบด้วย แบบสอบถาม และการสนทนากลุ่ม วิเคราะห์ข้อมูลและสถิติที่ใช้ได้แก่ ร้อยละ เฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา
ผลการวิจัยพบว่า การมีส่วนร่วมของประชาชนในการพัฒนาการบริหารจัดการวิทยุชุมชนจังหวัดอุตรดิตถ์ทุกด้าน ได้แก่ การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในการปฏิบัติการ การมีส่วนร่วมในผลประโยชน์ และการมีส่วนร่วมในการประเมินผล อยู่ในระดับปานกลาง สำหรับแนวทางการบริหารจัดการสถานีวิทยุชุมชนโดยการมีส่วนร่วมของประชาชนจังหวัดอุตรดิตถ์ ประกอบด้วย 1. ด้านการวางแผน คือควรมีการวางแผนการทำงานอย่างชัดเจน มีประสิทธิภาพ ควรมีแผนการอบรมให้ความรู้บุคลากรอย่างต่อเนื่อง และควรมีแผนสำรอง 2. ด้านการจัดองค์กร คือควรส่งเสริมให้ประชาชนเข้ามีส่วนร่วม ควรมีการแบ่งหน้าที่รับผิดชอบอย่างชัดเจน และควรมีการจัดการด้านเทคโนโลยีที่ทันสมัย 3. ด้านการสั่งการ คือควรส่งเสริมการทำงานเป็นทีม ควรมีการประสานงานที่ดีของบุคลากร หรือหน่วยงานที่เกี่ยวข้อง และควรจัดระบบการดำเนินงานที่มีมาตรฐานเดียวกัน 4. ด้านการควบคุม คือควรเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมทุกมิติ ควรจัดให้มีการนิเทศภายใน และควรติดติตามประเมินผลโดยการสนทนาอย่างไม่เป็นทางการเพื่อรับทราบปัญหาจากภายนอก
