การวิจัยนี้มุ่งหวังเพื่อการพัฒนาต่อยอดการจัดการเรียนการสอนบนห้องเรียนออนไลน์แบบเปิด (Massive Open Online Course: MOOCs) โดยศึกษาจากประชากรและกลุ่มตัวอย่างประกอบด้วย สตรีและผู้ด้อยโอกาสที่อาศัยอยู่ใกล้และเข้ามาใช้ศูนย์ดิจิทัลชุมชนและศูนย์อินเทอร์เน็ตเพื่อสังคม ที่มีอายุระหว่าง 15-60 ปี ในพื้นที่เป้าหมาย 3 จังหวัด (ลำปาง เชียงราย ศรีสะเกษ) จำนวน 60 คน การวิจัยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลในครั้งนี้ โดยมีขั้นตอนในการสร้างเครื่องมือ ดังนี้ 1) ศึกษาข้อมูลที่เกี่ยวข้องกับการใช้ประโยชน์จากเทคโนโลยีการสื่อสารในยุคดิจิทัลเพื่อพัฒนาระบบการเรียนการสอนบน MOOCs สำหรับสตรีและผู้ด้อยโอกาส วรรณกรรมที่เกี่ยวข้อง รวมทั้งการสัมภาษณ์บุคลากรที่เกี่ยวข้องกับศูนย์ดิจิทัลชุมชนและศูนย์ USONET เพื่อนำมาเป็นข้อมูลในการสร้างเครื่องมือวิจัย 2) สร้างแบบสอบถาม เรื่อง ความพร้อมและความเป็นไปได้ในการใช้ประโยชน์จากเทคโนโลยีการสื่อสารในยุคดิจิทัลเพื่อพัฒนาระบบการเรียนการสอนบน MOOCs สำหรับสตรีและผู้ด้อยโอกาส ซึ่งผู้วิจัยได้นำไปให้ผู้เชี่ยวชาญตรวจสอบคุณภาพของเครื่องมือ 3 ท่าน คือ 1) ผู้เชี่ยวชาญด้านการเรียนการสอนบน MOOCs 2) ผู้เชี่ยวชาญด้านการสื่อสารเพื่อการพัฒนา และ 3) ผู้เชี่ยวชาญด้านการพัฒนาชุมชนด้วย ICT แบบสอบถามเรื่อง ความพร้อมและความเป็นไปได้ในการใช้ประโยชน์จากเทคโนโลยีการสื่อสารในยุคดิจิทัลเพื่อพัฒนาระบบการเรียนการสอนบน MOOCs สำหรับสตรีและผู้ด้อยโอกาส มีลักษณะข้อคำถามประกอบด้วย 4 ส่วน คือ
