วัตถุประสงค์ของการเกษตรทฤษฎีใหม่ 3

วัตถุประสงค์ของการเกษตรทฤษฎีใหม่ 3 ประการ คือ
(1) ความมั่นคงทางด้านอาหาร ทำให้มีอาหารเพื่ออุปโภคและบริโภคภายครัวเรือนเป็นการพึ่งพาตนเอง ลดการพึ่งพาจากภายนอก จึงก่อให้เกิดความมั่นคงทางด้านอาหาร
(2) การจัดการทรัพยากรน้ำ เน้นการจัดหาแหล่งน้ำเพื่อสนับสนุนการผลิตในไร่นามีการจัดการบริหารน้ำที่มีอยู่อย่างเกิดประโยชน์สูงสุด
(3) ความมั่นคงทางด้านรายได้ เน้นการทำเกษตรเพื่อการบริโภคในครัวเรือนและจำหน่ายในส่วนที่เหลือ จึงจะก่อให้เกิดรายได้ที่มั่นคงแก่เกษตรกร และเป็นการลดค่าใช้จ่ายในครัวเรือนอีกด้วย
ข้อเด่นของการเกษตรทฤษฎีใหม่ สรุปได้ 5 ประการคือ
1) เป็นแนวทางที่เน้นถึงวัตถุประสงค์ด้านความมั่นคงทางด้านอาหารภายในครัวเรือน
2) เป็นแนวทางที่เน้นการจัดการทรัพยากรน้ำในระดับไร่นา
3) เป็นแนวทางที่ไม่ยึดติดกับเทคนิคเฉพาะในการจัดการการผลิตในไร่นา
4) เป็นแนวทางที่เสนอแนวทางปฏิบัติได้อย่างเป็นลำดับขั้นตอน
5) เป็นแนวทางที่เน้นกลุ่มเกษตรกรเป้าหมายชัดเจน
นอกจากนี้ คือ การระบุกลุ่มเป้าหมายที่ชัดเจนว่าเป็นครัวเรือนเกษตรกร ที่อยู่นอกเขตชลประทานที่มีพื้นที่ถือครอง 10-15 ไร่ อย่างไรก็ดีกลุ่มเกษตรที่มีที่ดินทำกินน้อยกว่า 10 ไร่รวมถึงเกษตรกรที่ไม่มีที่ดินทำกิน ยังมิใช่กลุ่มเป้าหมายหลักของการเกษตรทฤษฎีใหม่ ความท้าทายของการพัฒนาการเกษตรและการพัฒนาชนบทในอนาคตคือ การพยายามปรับปรุงหรือดัดแปลงการเกษตรทฤษฎีใหม่ เพื่อพัฒนากลุ่มเกษตรกรที่ยากจนที่สุดในสังคมไทย
