หากรัฐบาลไม่มีมีบทลงโทษสำหรับผู้กระ

หากรัฐบาลไม่มีมีบทลงโทษสำหรับผู้กระทำความผิด ก็จะทำให้ใครหลายๆคนกล้าที่จะทำผิด แต่ถ้ารัฐบาลมีบทลงโทษก็จะไม่มีใครกล้าทำผิดกฎหลายอีก เพราะมีความเกรงกลัวต่อกฎหมาย
