วันต่อต้านยาเสพติดโลก "สมัชชาใหญ่
วันต่อต้านยาเสพติดโลก
"สมัชชาใหญ่แห่งสหประชาชาติ" ได้มีมติกำหนดให้ วันที่ 26 มิถุนายน ของทุกปี เป็น "วันต่อต้านยาเสพติดโลก" ซึ่งประเทศไทยหนึ่งในประเทศสมาชิกองค์การสหประชาชาติ ได้แสดงเจตนารมณ์ในการป้องกันและแก้ไขปัญหายาเสพติดร่วมกับประเทศสมาชิกอื่นๆ ทั่วโลก ด้วยการจัดกิจกรรมเนื่องในวันต่อต้านยาเสพติดเป็นประจำเสมอมา ดังนั้น เพื่อเป็นการย้ำเตือนให้ประชาชนไทยเกิดความตระหนักว่ายาเสพติดเป็นปัญหาของคนไทยทั้งชาติ ที่ทุกคนควรมีส่วนร่วมในการป้องกันและแก้ไข สำนักงาน ป.ป.ส. จึงขอเชิญชวนชาวไทยทุกคนร่วมกัน "สวมเสื้อสีขาว" โดยพร้อมเพรียงกันในวันต่อต้านยาเสพติดโลก
ประเทศไทยได้เผชิญกับปัญหายาเสพติด มาเป็นเวลาช้านาน รัฐบาลในแต่ละยุคได้ดำเนินการแก้ไขปัญหายาเสพติดมาตลอด จนกระทั่งใน พ.ศ. 2501 คณะปฏิวัติภายใต้การนำของจอมพล สฤษดิ์ ธนะรัชต์ ได้ออกประกาศคณะปฏิวัติฉบับที่ 37 ลงวันที่ 9 ธันวาคม 2501 ให้เลิกการสูบฝิ่นทั่วราชอาณาจักรโดยมีการเผาทำลายฝิ่นและอุปกรณ์การสูบฝิ่นที่ท้องสนามหลวงในคืนวันที่ 30 มิถุนายน 2502 หลังจากนั้นปี พ.ศ. 2504 รัฐบาลได้จัดตั้ง “คณะกรรมการปราบปรามยาเสพติดให้โทษ” ใช้ชื่อย่อว่า ปปส. สังกัดสำนักนายกรัฐมนตรีโดยมีอธิบดีกรมตำรวจเป็นประธาน และมีผู้แทนจากทุกส่วนราชการที่เกี่ยวข้องเป็นกรรมการ
ต่อมาในสมัยนายธานินทร์ กรัยวิเชียร เป็นนายกรัฐมนตรีรัฐบาลได้เล็งเห็นว่า การปราบปรามยาเสพติดไม่สามารถแก้ไขได้โดยการดำเนินการเฉพาะกรมตำรวจฝ่ายเดียว จึงได้เสนอร่างพระราชบัญญัติป้องกันและปราบปรามยาเสพติด พ.ศ. 2519 ต่อสภาปฏิรูปการปกครองแผ่นดิน และประกาศใช้เป็นกฎหมายเมื่อวันที่ 16 พฤศจิกายน 2519
ตั้งแต่นั้นเป็นต้นมาการแก้ไขปัญหายาเสพติดของประเทศไทยก็ได้ดำเนินไปอย่างมีแบบแผนและเป็นระบบที่ดีขึ้น พระราชบัญญัติดังกล่าวได้กำหนดให้มีคณะกรรมการป้องกันและปราบปรามยาเสพติดหรือเรียกชื่อย่อว่า ป.ป.ส. โดยมีนายกรัฐมนตรีเป็นประธาน และจัดตั้งสำนักงาน ป.ป.ส. ขึ้นเป็นหน่วยงานกลางรับผิดชอบโดยตรง มีฐานะเป็นกรม กรมหนึ่งในสำนักนายกรัฐมนตรี ปัจจุบันสำนักกระทรวงยุติธรรม ขึ้นตรงต่อนายกรัฐมนตรี มีหน้าที่ประสานงานกับหน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามยาเสพติดทั้งในประเทศและต่างประเทศ
ประเทศไทย สำนักงาน ป.ป.ส.ในฐานะหน่วยงานกลางที่รับผิดชอบเกี่ยวกับการป้องกันและแก้ไขปัญหายาเสพติดในประเทศมาโดยตลอด ได้นำมติเรื่องวันต่อต้านยาเสพติดขององค์การสหประชาชาติเสนอต่อคณะรัฐมนตรีในการประชุมเมื่อวันที่ 14 มิถุนายน 2531 ซึ่งที่ประชุมคณะรัฐมนตรีได้มีมติให้กำหนดวันที่ 26 มิถุนายน ของทุกปี เป็นวันต่อต้านยาเสพติดโดยเริ่มตั้งแต่ปี พ.ศ. 2531เป็นต้นมา

คำขวัญวันต่อต้านยาเสพติด
คำขวัญวันต่อต้านยาเสพติดสากลในปี พ.ศ. 2550 ถึงปี พ.ศ. 2552 คือ "Do drugs control your life? Your life. Your community. No place for drugs" ซึ่งแปลเป็นไทยได้ว่า "ยาเสพติดครอบงำชีวิตของคุณอยู่หรือเปล่า ชีวิตของคุณ สังคมของคุณ ต้องไม่มีที่สำหรับยาเสพติด"
สำนักงาน ป.ป.ส. ได้กำหนด คำขวัญสำหรับการรณรงค์ต่อต้านยาเสพติด ดังนี้
- ประจำปี 2551 แนวคิด "ทำความดี ตามคำพ่อ" ภายใต้คำขวัญ "รวมพลังประชาไทย พ้นภัยยาเสพติด"
- ประจำปี 2550 คือ "รวมพลังไทย ขจัดภัยยาเสพติด ร่วมเทิดไท้องค์ราชัน"
- ประจำปี 2549 คือ "๖๐ ปี ทรงครองราชย์ รวมพลังไทยทั้งชาติ ขจัดยาเสพติด"
- ประจำปี 2548 คือ "พลังไทย ต้านภัยยาเสพติด"
- ประจำปี 2545 คือ "พลังมวลชน พลังแผ่นดิน ขจัดสิ้นยาเสพติด : The Power of people can conquer illicit drugs"
ยาเสพติดคืออะไร
ยาเสพติด หมายถึง ยาหรือสารเคมี หรือวัตถุชนิดใดๆ ที่อาจเป็นผลิตภัณฑ์จากธรรมชาติ หรือจากการสังเคราะห์ ซึ่งเมื่อเสพเข้าสู่ร่างกายไม่ว่าจะโดยวิธีการกิน ดม สูบ ฉีด หรือวิธีใดๆก็ตาม เป็นช่วงระยะเวลาๆ หรือนานติดกัน จนทำให้ร่างกายทรุดโทรมและตกอยู่ไต้อำนาจหรือเป็นทาสของสิ่งนั้น ทั้งด้านร่างกายและจิตใจ หรือจิตใจเพียงอย่างเดียว เนื่องจากต้องเพิ่มขนาดการเสพมากขึ้นเรื่อย ๆ เพราะเมื่อเสพเข้าไปสักระยะจะเกิดภาวะดื้อยา ปริมาณยาเดิมไม่สามารถทำให้เมาได้ เมื่อถึงเวลาเสพ หากไม่ได้เสพจะทำให้เกิดอาการขาดยา ทำให้ทรมานทั้งทางด้านร่างกายและจิตใจ หรือจิตใจเพียงอย่างเดียว ยาเสพติด ปัจจุบันยาเสพติดมีมากมายหลายร้อยประเภท ซึ่งสามารถแบ่งได้ดังนี้
แบ่งตามการออกฤทธิ์ต่อระบบประสาทส่วนกลาง
1. ประเภทกดประสาท ได้แก่ ฝิ่น มอร์ฟีน เฮโรอีน ยากล่อมประสาท สารระเหย ยานอนหลับ
2. ประเภทกระตุ้นประสาท ได้แก่ แอมเฟตามีน กระท่อม โคคาอีน ยาอี เอ็คตาซี
3. ประเภทหลอนประสาท ได้แก่ แอลเอสดี ดีเอ็มที เห็ดขี้ควาย ยาเค
4.ประเภทออกฤทธิ์ผสมผสาน ( อาจกด กระตุ้น หรือหลอนประสาท ร่วมกัน ) ได้แก่ กัญชา
แบ่งตามแหล่งที่มา
1. จากธรรมชาติ เช่น ฝิ่น มอร์ฟีน กระท่อม กัญชา ฯลฯ
2. จากการสังเคราะห์ เช่น เฮโรอีน แอมเฟตามีน ยาอี เอ็คตาซี ฯลฯ
แบ่งตามกฎหมาย
1. พ.ร.บ.ยาเสพติดให้โทษ พ.ศ. 2522 เช่น แอมเฟตามีน เฮโรอีน LSD ยาอี ฯลฯ
2. พ.ร.บ.วัตถุที่ออกฤทธิ์ต่อจิตใจและประสาท พ.ศ. 2518 เช่น อีเฟดรีน
3. พระราชกำหนดป้องกันการใช้สารระเหย พ.ศ. 2533 เช่น ทินเนอร์ กาว แล็กเกอร์
ลักษณะการติดยาเสพติด
ยาเสพติดบางชนิดก่อให้เกิดการติดได้ทั้งทางร่างกายและจิตใจ แต่ยาเสพติดบางชนิด ก็ก่อให้เกิดการติดทางด้านจิตใจ เพียงอย่างเดียว
1. การติดยาทางกาย เป็นการติดยาเสพติดที่ผู้เสพมีความต้องการเสพอย่างรุนแรง ทั้งทางร่างกายและจิตใจ เมื่อถึงเวลาอยากเสพแล้วไม่ได้เสพ จะเกิดอาการผิดปกติอย่างมาก ทั้งทางร่างกายและจิตใจ ซึ่งเรียกว่า "อาการขาดยา" เช่น การติดฝิ่น มอร์ฟีน เฮโรอีน เมื่อขาดยาจะมีอาการคลื่นไส้ อาเจียน หาว น้ำมูกน้ำตาไหล นอนไม่หลับ เจ็บปวดทั่วร่างกาย เป็นต้น
2.การติดยาทางใจ เป็นการติดยาเสพติดเพราะจิตใจเกิดความต้องการ หรือ เกิดการติดเป็นนิสัย หากไม่ได้เสพร่างกายก็จะไม่เกิดอาการผิดปกติ หรือทุรนทุรายแต่อย่างใด จะมีบ้างก็เพียงเกิดอาการหงุดหงิดหรือกระวนกระวายใจเท่านั้น
