จากนโยบายการศึกษาในมุมมองประเทศไทย ตามกรอบแผนอุดมศึกษาระยะยาว 15 ปี ฉบับที่ 2 (พ.ศ. 2551 - 2565) ในการพัฒนาและยกระดับคุณภาพอุดมศึกษาไทย มีแนวทางการพัฒนาด้านโครงสร้างพื้นฐานการเรียนรู้ “ระบบการเรียนรู้ตลอดชีวิต (Lifelong Learning)” อุดมศึกษาไทย และยังมุ่งเน้นในการสร้างแรงจูงใจเพื่อส่งเสริมการเรียนรู้อย่างกว้างขวาง โดยนำสื่อการเรียนรู้ของมหาวิทยาลัยออกสู่สาธารณะ (Open Courseware) ผ่านเครือข่ายอินเทอร์เน็ต ซึ่งนอกจากจะทำให้เกิดการปรับคุณภาพของสื่อการสอนโดยธรรมชาติแล้ว ยังก่อให้เกิดนวัตกรรมการเรียนที่ประกอบไปด้วย 1) ระบบเปิดของสื่อการเรียนการสอน 2) เปิดโอกาสให้สื่อการสอนการเรียนรู้ที่เป็นเลิศสามารถแพร่กระจายและใช้ประโยชน์ทั่วประเทศ
