ในอดีตหัวหินเป็นพื้นที่ขึ้นตรงกับแขวงปราณบุรี จังหวัดปราณบุรี (หลังจากได้ย้ายศาลากลางจังหวัดไปที่ตำบลเกาะหลัก จึงได้เปลี่ยนเป็นจังหวัดประจวบคีรีขันธ์) บางช่วงสมัยแขวงเมืองปราณบุรีถูกยุบรวมกับเมืองเพชรบุรี หัวหินจึงถูกอยู่ในความดูแลของจังหวัดเพชรบุรี ภายหลังจึงได้มีการยกฐานะหัวหินขึ้นเป็นกิ่งอำเภอหัวหินขึ้นตรงกับอำเภอปราณบุรี และเป็นอำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ เมื่อพ.ศ. 2492 เทศบาลตำบลหัวหินจึงอยู่ในเขตพื้นที่อำเภอหัวหิน จังหวัดประจวบคีรีขันธ์

พ.ศ. 2480ได้มีพระราชกฤษฎีกาจัดตั้งเทศบาลตำบลหัวหิน จังหวัดประจวบคีรีขันธ์ ดูแลพื้นที่ตำบลหัวหิน และตำบลหนองแก กิ่งอำเภอหัวหิน อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ เป็นเทศบาลตำบลหัวหิน มีพื้นที่รับผิดชอบ 72 ตารางกิโลเมตร[1] ต่อมาได้มีพระราชกฤษฎีกาเปลี่ยนแปลงเขตเทศบาลตำบลหัวหิน จังหวัดประจวบคีรีขันธ์ พ.ศ. 2538 โดยขยายเขตเพิ่มเติมจากเดิม 72 ตารางกิโลเมตร เป็น 86.36 ตารางกิโลเมตร มาจนถึงปัจจุบัน ซึ่งขยายพื้นที่ลงไปในทะเล 500 เมตรด้วย

ระยะแรกการจัดตั้งเทศบาลตำบลหัวหินมีราษฎรประมาณ 4,000 คน มีบ้านเรือนประมาณ 500 หลัง และมีรายได้ประมาณ 30,000-40,000 บาท และเมื่อ พ.ศ. 2492 กิ่งอำเภอหัวหินยกฐานะขึ้นเป็นอำเภอหัวหิน และต่อมาเมื่อวันที่ 13 กุมภาพันธ์ พ.ศ. 2547 ได้มีการประกาศกระทรวงมหาดไทยเปลี่ยนแปลงฐานะจากเทศบาลตำบลหัวหินเป็นเทศบาลเมืองหัวหิน[2]
