การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาการดำเนินงานการบริการด้านการศึกษาศูนย์
พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย สภาพแวดล้อมสะอาดและปลอดภัย บุคลากร การมีส่วนร่วมของผู้ปกครอง 2) เพื่อเปรียบเทียบการดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์พัฒนาเด็กเล็ก กรมอนามัย ของผู้บริหาร ครู ผู้ปกครอง ประชากรในการศึกษาค้นคว้าครั้งนี้ ได้แก่ ผู้บริหาร 5 คน ครู 25 คน และผู้ปกครองเด็กของ จำนวน 65 คน ในเขตเทศบาลนคร แม่สอด รวมทั้งสิ้น 95 คน โดยเก็บรวบรวมข้อมูลจากประชากรทั้งหมด เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม เป็นแบบมาตราส่วนประมาณค่า 5 ระดับ ซึ่งมีค่าความเชื่อมั่น เท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (μ) ค่าเบี่ยงเบนมาตรฐาน (σ) และค่าสัมประสิทธิ์แอลฟา (α – Coefficient)

ผลการวิจัยพบว่า
1. การดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย มีระดับการดำเนินงานโดยรวมอยู่ในระดับมาก เรียงลำดับจากมากไปหาน้อยดังนี้ ด้านการส่งเสริมสุขภาพ ด้านบริการอาหารสะอาดและปลอดภัย ด้านสภาพแวดล้อมสะอาดและปลอดภัย ด้านบุคลากร ด้านการมีส่วนร่วมของผู้ปกครอง ตามลำดับ
2. ผลการวิเคราะห์ข้อมูลการเปรียบเทียบความคิดเห็นเกี่ยวกับการดำเนินงานการ
บริการด้านการศึกษาตามมาตรฐานศูนย์เด็กเล็กกรมอนามัย ของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาล
นครแม่สอด จังหวัดตาก ทั้ง 6 ด้าน พบว่า ผู้บริหาร มีความคิดเห็นว่า ศูนย์พัฒนาเด็กเล็กมีการดำเนินงานการบริการด้านการศึกษาตามมาตรฐานศูนย์เด็กเล็ก ของกรมอนามัย อยู่ในระดับมากกว่าครู และพบว่าผู้ปกครอง มีความคิดเห็นว่า ศูนย์พัฒนาเด็กเล็กมีการดำเนินงานการบริการด้านการศึกษาตามมาตรฐานศูนย์เด็กเล็ก ของกรมอนามัย อยู่ในระดับมากกว่าผู้บริหาร และครู
