ต่อมาขุนภักดีชุมพล(แล)เห็นว่าบ้านโนนน้ำอ้อมเริ่มอึดอัดและขาดแคลนน้ำ จึงต้องหาที่ตั้งถิ่นฐานใหม่บริเวณใกล้เคียงกับที่ตั้งเดิม ซึ่งในปีพ.ศ. 2365 ขุนภักดีชุมพลก็ได้อพยพผู้คนมาตั้งถิ่นฐานที่บ้านหลวง ซึ่งเป็นบริเวณบ้านหนองหลอดและหนองปลาเฒ่าในปัจจุบัน ณ ที่แห่งนี้ ชื่อเสียงของขุนภักดีชุมพลเริ่มเป็นที่ศรัทธาเชื่อถือแก่คนท่วไปจนคนเริ่มอพยพเข้ามาสมัครเป็นพรรคพวกของขุนภักดีชุมพลมากมาย จนเป็นเหตุทำให้เจ้าอนุวงศ์ฯเกิดความสงสัยว่าขุนภักดีชุมพลจะแข่งข้อไม่ขึ้นกับเจ้าอนุวงศ์เช่นเดิม แต่ขุนภักดีชุมพลก็อาศัยความชาญฉลาดฑูลให้เจาอนุวงศ์ฯหายสงสัยได้
