วัตถุประสงค์ ของกฎบัตรเป็นการประมวล

วัตถุประสงค์ ของกฎบัตรเป็นการประมวลบรรทัดฐาน (Norm) และค่านิยม (Value) ของอาเซียนที่สรุปได้ดังนี้

 

          ด้านเศรษฐกิจ  สร้างตลาดและฐานการผลิตเดียว และความสามารถในการแข่งขันสูง การรวมตัวทางเศรษฐกิจที่มีการเคลื่อนย้ายเสรีของสินค้า/บริการ การลงทุนและแรงงาน การเคลื่อนย้ายทุนเสรียิ่งขึ้น

          ด้านความมั่นคงของมนุษย์ บรรเทาความยากจน และลดช่องว่างการพัฒนา ส่งเสริมพัฒนาทรัพยากรมนุษย์ผ่านความร่วมมือด้านการศึกษา และการเรียนรู้ตลอดชีพ

          ด้านสังคม  ส่งเสริมอาเซียนที่มีประชาชนเป็นศูนย์กลาง สร้างสังคมที่ปลอดภัยมั่นคงจากยาเสพติด เพิ่มพูนความกินดีอยู่ดีของประชาชนอาเซียน ผ่านโอกาสที่ทัดเทียมกัีนในการเข้าถึงการพัฒนามนุษย์ - สวัสดิการ และความยุติธรรม

          ด้านสิ่งแวดล้อม สนับสนุนการพัฒนาอย่างยั่งยืนที่คุ้มครองสภาพแวดล้อม ความยั่งยืนของทรัพยากรธรรมชาติ

          ด้านวัฒนธรรม ส่งเสริมอัตลักษณ์ของอาเซียน โดยเคารพความหลากหลาย และอนุรักษ์มรดกทางวัฒนธรรม

          ด้านการเมืองความมั่นคง คุ้่มครองสิทธิมนุษยชนและเสรีภาพขั้นพื้นฐาน เสริมสร้่างประชาธิปไตย เพิ่มพูนธรรมาภิบาลและหลักนิติธรรม ตอบสนองต่อสิ่งท้าทายความมั่นคง เช่น การก่อการร้าย
