ผมมีความยินดีเป็นอย่างยิ่ง ที่ได้มีโอกาส มาเป็นประธานในพิธีเปิดโครงการฝึกอบรม “เพื่อพัฒนาทักษะภาษาอังกฤษ เพื่อการเข้าสู่ประชาคมอาเซียน องค์การบริหารส่วนจังหวัดพิษณุโลก รุ่นที่ ๑” ในวันนี้

จากคำกล่าวรายงาน ของท่านปลัดองค์การบริหารส่วนจังหวัดพิษณุโลก ถือว่าเป็นการจัดทำโครงการ
ฝึกอบรมฯ ที่เกิดประโยชน์และมีคุณค่ากับบุคลากรขององค์กรฯ ซึ่งเป็นไปตามแนวทางการพัฒนาบุคลากรที่กำหนดไว้ โดยให้ความสำคัญด้านการส่งเสริมสนับสนุน และพัฒนาทักษะ ความรู้ ความสามารถ ให้กับบุคลากรฯ อย่างต่อเนื่อง ประกอบกับ ปัจจุบันประเทศไทยได้เข้าสู่ประชาคมอาเซียน (ASEAN Community) จึงทำให้เกิดการสร้างความสัมพันธ์ ด้านการติดต่อประสานงานระหว่างกัน รวมทั้งระบบราชการของไทยกับระบบราชการของประเทศสมาชิกอื่นๆ ที่เกี่ยวข้อง โดยกำหนดให้ “ภาษาอังกฤษ” เป็นภาษากลาง ใช้ในการสื่อสารของอาเซียน ทั้งนี้ องค์การบริหารส่วนจังหวัดพิษณุโลก ได้กำหนดวิสัยทัศน์ไว้ คือ “องค์กรแห่งการพัฒนาเพื่อก้าวสู่ประชาคมอาเซียน” สำหรับการจัดทำโครงการฝึกอบรมฯ ในครั้งนี้ จะทำให้ผู้เข้ารับการฝึกอบรมฯ ได้รับการพัฒนาทักษะทางด้านภาษาอังกฤษ ได้เรียนรู้ และมีความเข้าใจ และสามารถสนทนาติดต่อสื่อสารได้ พร้อมทั้งนำมาปรับใช้ในการปฏิบัติงานให้เกิดประสิทธิภาพ และเกิดประโยชน์สูงสุดต่อองค์กร ที่เป็นไปตามแผนพัฒนาบุคลากร ๓ ปี (พ.ศ.๒๕๕๘–๒๕๖๐) องค์การบริหารส่วนจังหวัดพิษณุโลก การปรับปรุงครั้งที่ ๑ ประจำปีงบประมาณ ๒๕๕๙ ให้เกิดผลสำเร็จตามวัตถุประสงค์ที่กำหนดไว้ สำและการจัดทำโครงการฝึกอบรมฯ ในครั้งนี้ ผมได้มีนโยบาย ให้กองการเจ้าหน้าที่ เป็นผู้ดำเนินการจัดทำโครงการ จึงขอให้ผู้เข้ารับการฝึกอบรมฯ ทุกท่าน ได้มีความตั้งใจที่จะรับความรู้ และการฝึกทักษะต่างๆ จากคณะวิทยากร

ผมขอชื่นชมและขอขอบคุณ เจ้าหน้าที่ทุกฝ่าย ที่ได้ให้ความร่วมมือในการจัดทำโครงการฝึกอบรมฯ รวมทั้ง ผู้เข้าร่วมโครงการฝึกอบรมฯ ทุกคน ที่มีความมุ่งมั่นที่จะได้รับพัฒนาทักษะ ความรู้ ที่เกี่ยวข้องกับการปฏิบัติงาน เพื่อให้เกิดประโยชน์สูงสุด ตามภารกิจหน้าที่ความรับผิดชอบให้มีประสิทธิภาพดียิ่งขึ้น อันจะผลต่อภาพลักษณ์ที่ดี ขององค์การบริหารส่วนจังหวัดพิษณุโลกต่อไป และหวังว่าการฝึกอบรมครั้งนี้ จะบรรลุวัตถุประสงค์ที่กำหนดไว้ ทุกประการ
