2) เสนอแนวทางที่มีผลต่อความสำเร็จในการก่อสร้างโรงไฟฟ้าพลังงานหมุนเวียนขนาดเล็กมาก(VSPP) และ
3) เสนอแนว ทางส่งเสริมการก่อสร้างโรงไฟฟ้าพลังงานหมุนเวียนขนาดเล็กมาก(VSPP) ในอนาคต
