การวิจัยเรื่องมีวัตถุประสงค์ ปัญหาและอุปสรรคในการจัดหาพัสดุขององค์การบริหารส่วนตำบลน้ำรัด อำเภอหนองม่วงไข่ จังหวัดแพร่ จำแนกตามลักษณะทางประชากรศาสตร์ การวิจัยนี้เป็นการวิจัยเชิงปริมาณ (Quantitative Research) โดยใช้แบบสอบถาม (Questionnaire) ในการเก็บรวบรวมข้อมูลจากประชากรที่ใช้ในการวิจัยครั้งนี้ผู้มีส่วนเกี่ยวข้องกับการจัดหาพัสดุขององค์การบริหารส่วนตำบลน้ำรัด อำเภอหนองม่วงไข่ จังหวัดแพร่ ทั้งหมดจำนวน 102 คน
ผลการวิจัยพบว่า ผู้ตอบแบบสอบถามมีต่อปัญหาและอุปสรรคในการจัดหาพัสดุขององค์การบริหารส่วนตำบลน้ำรัด อำเภอหนองม่วงไข่ จังหวัดแพร่โดยรวมอยู่ในระดับปานกลาง ค่าเฉลี่ยเท่ากับ 3.07 เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีความคิดเห็นอยู่ในระดับปานกลาง โดยเรียงลำดับจากค่าเฉลี่ยมากไปหาค่าเฉลี่ยน้อย ดังนี้ ด้านการปฏิบัติตามแผนการจัดซื้อจัดจ้าง ค่าเฉลี่ย 3.33 รองลงมาด้านการติดตามผลการปฏิบัติงาน ค่าเฉลี่ย 3.12 ด้านการประเมินผลการจัดซื้อจัดจ้าง ค่าเฉลี่ย 3.08 และด้านการวางแผนการจัดซื้อจัดจ้าง ค่าเฉลี่ย 2.74 ตามลำดับ
ผลการวิจัยครั้งนี้ มีข้อเสนอแนะในการวิจัยคือ 1)ด้านการวางแผนการจัดซื้อจัดจ้าง เจ้าหน้าที่พัสดุควรมีการพัฒนาความรู้ความเข้าใจในทักษะงานพัสดุเสมอเนื่องจากมีการเปลี่ยนแปลงด้านระเบียบ ข้อกฎหมายให้เข้ากับสภาวการณ์อยู่ตลอดดังนั้น ความรู้ความเข้าใจและทักษะในการจัดทำแผนการจัดซื้อจัดจ้าง จึงเป็นสิ่งสำคัญ 2)ด้านการปฏิบัติตามแผนการจัดซื้อจัดจ้าง เจ้าหน้าที่ขององค์การบริหารส่วนตำบลน้ำรัดและคณะกรรมการดำเนินการฯ ควรปฏิบัติตามระเบียบ ข้อกฎหมาย สม่ำเสมอผู้มีอำนาจให้กระทำผิดระเบียบขั้นตอน และแผนการจัดซื้อจัดจ้าง 3)ด้านการติดตามผลการปฏิบัติงาน ควรมีการประสานงานของเจ้าหน้าที่และคณะกรรมการติดตามการปฏิบัติงานอยู่เสมอ เพื่อป้องกันมิให้มีความเข้าใจคลาดเคลื่อนและส่งผลให้งานมีความรวดเร็วลดความล่าช้า 4)ด้านการประเมินผลการจัดซื้อจัดจ้าง เจ้าหน้าที่ขององค์การบริหารส่วนตำบลน้ำรัดควรมีการประเมินผลการจัดซื้อจัดจ้างหลังสิ้นสุดการจัดซื้อจัดจ้างแล้ว
