ความเป็นมาภูทับเบิก เมื่อปี พ.ศ.2548 นาย ดิเรก ถึงฝั่ง ผู้ว่าราชการจังหวัดเพชรบูรณ์ได้มาเปิดภูทับเบิกเป็นแหล่งท่องเที่ยวแห่ง ใหม่ของจังหวัดเพชรบูรณ์ เนื่องจากภูทับเบิกมีความสุงจากระดับน้ำทะเล 1768 เมตร มีทรัพกรธรรมชาติและมีวัฒนธรรมประเพณีของชาวเขาเผ่าม้งซึ่งสามารถนำมาพัฒนา ให้เกิดธุรกิจการท่องเที่ยวเพื่อเสริมรายได้ให้กับคนในชุมชนและสามารถพึ่งพา ตนเองได้จึงเกิดการรวมกลุ่มของชาวบ้านทับเบิกหมู่ที่ 14,16 รวมสามาชิกก่อตั้ง 175 ครัวเรือนและมีการจดทะเบียนเป็นวิสาหกิจชุมชนท่องเที่ยวภูทับเบิก เมื่อวันที่ 10 มิถุนายน 2552 ที่สังนักงานเกษตรอำเภอหล่มเก่า โดยนาย นพณัฐ ลาไชย เกษตรอำเภอ และได้คัดเลือกคณะกรรมการบริหารจัดการ 11 คน เพื่อควบคุมดูแลบริหารวิสาหกิจชุมชนท่องวเที่ยวภูทับเบิก





ปัจจุบัน ภูทับเบิก เป็นที่ตั้งของหมู่บ้านชาวไทยภูเขาเผ่าม้ง ซึ่งได้อพยพมาอาศัยอยู่ที่บ้านทับเบิก หมู่ที่ 14 และหมู่ที่ 16 โดยอยู่ในความดูแลของศูนย์พัฒนาสงเคราะห์ชาวเขาจังหวัดเพชรบูรณ์ ประกอบด้วยอาชีพทำการเกษตรแบบขั้นบันไดตามเชิงเขา ในช่วงปลายฝนต้นหนาว จะพบเห็นไร่กะหล่ำปลีอยู่สองข้างถนนสู่ทับเบิกสวยงาม ในราวเดือนธันวาคม-มกราคม จะมี ดอกซากุระ หรือนางพญาเสือโครง สีชมพูบานสะพรั่งไปทั้งภูเขา
