สังคมปัจจุบันในโลกเป็นสังคมที่เปิดกว้าง มีการสื่อสารสัมพันธ์กันหลากหลาย ทักษะด้านภาษาต่างประเทศเป็นสิ่งที่จำเป็นสำหรับการสื่อสาร ภาษาอังกฤษเป็นภาษาสากลในการค้นคว้าหาความรู้และในการใช้ติดต่อสื่อสารกันระหว่างบุคคลและระหว่างประเทศ และโดยที่มหาวิทยาลัยนอร์ทเชียงใหม่ก็มีเป้าหมายที่จะก้าวไปสู่สากลในอนาคตอันใกล้ ทั้งในด้านการวิจัยและการศึกษา รวมทั้งด้านการประสบความสำเร็จในการทำงานของบัณฑิต ดังนั้น การพัฒนานักศึกษาให้มีความรู้และทักษะด้านภาษาจึงเป็นการพัฒนาคุณลักษณะที่พึงประสงค์ที่สำคัญประการหนึ่งของบัณฑิตจากมหาวิทยาลัย การจัดทำแผนการบริหารความเสี่ยงระดับมหาวิทยาลัยได้กำหนดความเสี่ยง 6 Top Goals และหนึ่งในเป้าหมายสูงสุดก็คือการพัฒนานักศึกษาให้มีทักษะด้านภาษาอังกฤษ ทักษะด้านภาษาอาจแบ่งออกได้ 4 ด้านใหญ่ๆ กล่าวคือ ด้านการอ่าน การเขียน การฟัง และการพูด นักศึกษาไทยส่วนใหญ่ได้เรียนรู้ภาษาอังกฤษในบางทักษะมาตั้งแต่เยาว์วัย โดยเฉพาะด้านการอ่านและการเขียนมากกว่าอย่างอื่น แต่มักติดกับดักของการเรียนไวยากรณ์ และเรียนจบมหาวิทยาลัยออกไปโดยไม่ค่อยมีทักษะแทบทุกด้าน โดยเฉพาะทางด้านการฟัง และการพูด ดังนั้นจึงไม่สามารถสื่อสารความรู้และการเจรจากันได้อย่างมีประสิทธิภาพแม้ในเรื่องใกล้ตัวที่เป็นชีวิตประจำวัน สำนักส่งเสริมและการศึกษาต่อเนื่อง ซึ่งเป็นหน่วยงานบริการวิชาการชุมชน ได้เล็งเห็นความสำคัญดังกล่าว จึงกำหนดจัดฝึกอบรมเพื่อนำเสนอรูปแบบการพัฒนาทักษะการใช้ภาษาอังกฤษสำหรับการสื่อสารเบื้องต้นที่ไม่เน้นการเรียนรู้ไวยากรณ์ ที่ไม่เน้นเรื่องกิริยาสามช่อง ที่ไม่เน้นเรื่องศัพท์ หากแต่เน้นวิธีการเรียนรู้โดยวิธีธรรมชาติเพื่อนำมาใช้งานในชีวิตและการติดต่อสื่อสาร เพื่อเสริมทักษะทางด้านการอ่านและการเขียนที่มักมีมากกว่าด้านอื่น (แต่ยังคงปรับปรุงได้อีกมาก)
