ในความจริงร่างกฎหมายฉบับนี้มีข้อดีอ

ในความจริงร่างกฎหมายฉบับนี้มีข้อดีอยู่มาก ถือเป็นการปฏิรูปที่ดินของประเทศไทย ทำให้การกระจายอำนาจสู่ท้องถิ่นมีความเข้มแข็งมากขึ้น เพิ่มการใช้ประโยชน์จากที่ดิน เกิดการกระจายการถือครองที่ดินแต่ต้องใช้ระยะเวลา แต่เนื่องจากยังมีจุดหละหลวมจนเกิดเป็นข้อถกเถียง อาทิ เช่นเรื่องที่ดินว่างเปล่า ประเด็นเรื่องกรอบเพดานภาษีไม่เหมาะสม การวางกลไกการควบคุมและตรวจสอบให้มีประสิทธิภาพมากขึ้น และท้ายที่สุดแล้วควรผ่านการประชาพิจารณ์ (Public Hearing) ด้วย
ในความเห็นของผู้เขียนร่างกฎหมายที่ดินฉบับนี้มีด้านบวกมากกว่าด้านลบ แต่ยังขาดความสมบูรณ์ในหลายๆ ส่วน หากได้รับการปรับปรุงแก้ไขในบางประการเห็นให้สมบูรณ์ยิ่งขึ้นมีช่วงระยะเวลาให้ประชาชนปรับตัว มีมาตรการบรรเทาภาษีในช่วงแรก และควรผลักดันในสภาวะเศรษฐกิจที่เหมาะสม ให้ความรู้เรื่องภาษีที่ถูกต้องแก่ประชาชน
