สืบเนื่องจากคณะรัฐมนตรีได้มีมติให้วันเข้าพรรษาเป็นวันงดดื่มสุราแห่งชาติและได้มีประกาศ
ราชกิจจานุเบกษา เล่ม 125 ตอนพิเศษ 142 ง หน้า 13 เพื่อส่งเสริมให้ประชาชนตระหนักในความสําคัญ
ของการลดละเลิกเครื่องดื่มแอลกอฮอล์เหมือนดั่งเช่นการมีวันงดสูบบุหรี่โลก หรือวันต่อต้านยาเสพติด ซึ่ง
ถือเป็นวันรณรงค์ประจําปีของสังคมไทย การกําหนดวันที่เป็นสัญลักษณ์การรณรงค์ร่วมกันดังกล่าวนี้จะ
เป็นผลดีต่อการสร้างจิตสํานึกและค่านิยมของคนไทย รวมถึงเด็กเยาวชนในอนาคต นอกจากนี้ยังเป็นการ
ส่งเสริมแนวทางการปฏิบัติตามคําสอนของพระสัมมาสัมพุทธเจ้า ที่ให้ปฏิบัติตามศีลข้อห้าได้อีกทางหนึ่ง
ศูนย์ความเป็นเลิศเฉพาะทางด้านการบําบัดรักษาผู้มีปัญหาสุขภาพจิตจากแอลกอฮอล์จึงร่วมกับ
คณะกรรมการส่งเสริมสุขภาพ ชมรมจริยธรรม โรงพยาบาลสวนปรุง และงานโรคไม่ติดต่อ เทศบาลนคร
เชียงใหม่จัดทําโครงการรณรงค์งดเหล้าเข้าพรรษา ปี 2557
4. วัตถประสงค ุ ์
4.1 เพื่อกระตุ้นจิตสํานึกในการงดเหล้าเข้าพรรษาให้กับประชาชนในพื้นที่อําเภอเมือง จังหวัด
เชียงใหม่
4.2 เพื่อสร้างความร่วมมือระหว่างสถานพยาบาล องค์กรปกครองส่วนท้องถิ่น และประชาชนใน
การรณรงค์ให้สังคมตระหนักในปัญหาที่เกิดจากการดื่มสุรา และมีแนวทางการส่งเสริมสุขภาพจิตเพื่อ
ป้องกันปัญหาการดื่มสุรา
5. กลุ่มเปาหมาย ้
5.1 บุคลากรของโรงพยาบาลสวนปรุงและบุคลากรในสังกัดองค์กรปกครองส่วนท้องถิ่นอําเภอ
เมือง จังหวัดเชียงใหม่ 30 คน
5.2 ประชาชนที่อาศัยอยู่ในเขตพื้นที่อําเภอเมือง จังหวัดเชียงใหม่จํานวน 170 คน
