ตำรวจไทยยุคปฏิรูปการปกครอง

ต่อมาในสมัยรัชกาลที่ 5 การปรับปรุงการตำรวจ นอกจากได้ขยายงานตำรวจนครบาลแล้ว ยังได้จัดตั้งตำรวจภูธรขึ้นในรูปทหารโปลิศ เมื่อ พ.ศ.2420 ได้เปลี่ยนกองทหารโปลิศเป็นกรมกองตระเวนหัวเมือง จนถึง พ.ศ. 2440 ได้ตั้งกรมตำรวจภูธรขึ้น

กิจการตำรวจในยุคนี้ขึ้นอยู่กับกระทรวง 2 กระทรวง คือ กรมพลตระเวน หรือ(ตำรวจนครบาล) ขึ้นอยู่กับกระทรวงพระนครบาล กรมตำรวจภูธรขึ้นอยู่กับกระทรวงมหาดไทย และได้รวมเป็นกรมเดียวกันภายใต้การบังคับบัญชาของอธิบดีคนเดียวกัน เมื่อ 13 ตุลาคม 2458 เรียกว่า "กรมตำรวจภูธรและกรมพลตระเวน" กรมตำรวจจึงถือว่า วันที่ 13 ตุลาคม ของทุกปี เป็นวันตำรวจ และในปลายปีนั้นเองได้เปลี่ยนเป็น "กรมตำรวจภูธรและกรมตำรวจนครบาล" ยกฐานะเจ้ากรมขึ้นเป็นอธิบดี ต่อมาในปี พ.ศ. 2465 ได้มีพระบรมราชโองการโปรดเกล้าโปรดกระหม่อม ให้รวมระทรวงมหาดไทย กับ กระทรวงนครบาลเป็นกระทรวงเดียวกัน เรียกว่า กระทรวงมหาดไทย กรมตำรวจภูธรและกรมตำรวจนครบาล จึงโอนมาขึ้นอยู่กับกระทรวงมหาดไทย และในปี พ.ศ. 2469 ได้เปลี่ยนนามกรมตำรวจภูธรและกรมตำรวจนครบาลเป็น "กรมตำรวจภูธร" แต่ยังคงแบ่งตำรวจออกเป็น 2 ประเภท คือ ตำรวจที่จับกุมโจรผู้ร้ายไต่สวน ทำสำนวนฟ้องศาลโปลิศสภาโดยตรง เรียกว่า "ตำรวจนครบาล" ตำรวจที่ทำการจับกุมโจรผู้ร้ายได้แล้วส่งให้อำเภอไต่สวนทำสำนวนให้อัยการฟ้องศาลอาญาประจำจังหวัดนั้น ๆ เรียกว่า "ตำรวจภูธร" จนกระทั่ง พ.ศ. 2475 จึงได้เปลี่ยนนามกรมตำรวจภูธรเป็น "กรมตำรวจ" ตลอดมาจนทุกวันนี้
