ประเทศไทยเป็นผู้นำในการก่อตั้งสมาคมอาเซียน มีศักยภาพในการเป็นแกนนำในการสร้างประชาคมอาเซียนให้เข้มแข็ง ภายใต้ยุทธศาสตร์วิสัยทัศน์เดียว เอกลักษณ์เดียว และประชาคมเดียว เพื่อความเจริญมั่นคงของประชากร ทรัพยากร และเศรษฐกิจ

ภายใต้การก่อตั้งนี้จะต้องยึดหลักสำคัญ คือ ประชาคมการเมืองและความมั่นคงของอาเซียน ประชาคม เศรษฐกิจอาเซียน ประชาคมสังคมและวัฒนธรรมของอาเซียน การศึกษานั้นจัดอยู่ในประชาคมสังคมและวัฒนธรรม ซึ่งจะมีบทบาทสำคัญที่จะส่งเสริมให้ประชาคมด้านอื่นๆมีความเข้มแข็ง เนื่องจากการศึกษาเป็นรากฐานของการพัฒนาในทุกๆ ด้าน

การเตรียมความพร้อมของการศึกษาไทย มีจุดมุ่งหมาย ดังนี้

๑. การสร้างประชาคมอาเซียนด้วยการศึกษา ให้ประเทศไทยเป็น Education Hub มี การเตรียมความพร้อมในด้านกรอบความคิด จะมุ่งสร้างความตระหนักรู้ของคนไทยในการจัดการศึกษาเพื่อสร้างคนไทยให้ เป็นคนของประชาคมอาเซียน

๒. ขับเคลื่อนประชาคมอาเซียนด้วยการศึกษาด้วยการสร้างความเข้าใจในเรื่องเกี่ยวกับเพื่อนบ้านในกลุ่มประเทศอาเซียน ความแตกต่างทางด้านชาติพันธุ์ การส่งเสริมการเรียนการสอนภาษาต่างประเทศเพื่อพัฒนาการติดต่อสื่อสารระหว่าง กันในประชาคมอาเซียน รวมถึงวัฒนธรรมของประเทศต่างๆเพื่อการอยู่ร่วมกันด้วยความเข้าใจกันของ ประเทศในประชาคม

ส่วนด้านเทคโนโลยีเพื่อการศึกษานั้น จะพัฒนาเพื่อให้ผู้เรียนได้มีการเรียนรู้ด้วยตนเองตลอดเวลา มีการพัฒนาผู้เรียนสู่การเป็นพลเมืองอาเซียน การอยู่ร่วมกันอย่างสันติสุข ความเอื้ออาทร โดยใช้การศึกษาเป็นกลไกในการสร้างวัฒนธรรมใหม่ มีทักษะการทำงานร่วมกันในประชาคมอาเซียน

นอกจากนี้ ยังต้องส่งเสริมให้ประเทศไทยเป็นศูนย์กลางด้านอาเซียนศึกษา เป็นศูนย์การเรียนรู้ด้านศาสนาและวัฒนธรรม เพื่อพัฒนาไปสู่ประชาคมอาเซียนและสากลต่อไป
