สร้างขึ้น เพื่อน้อมเกล้าฯ ถวายเป็นพระราชสักการะและเฉลิมพระเกียรติ เนื่องในมหามงคลวโรกาสที่พระบาทสมเด็จพระเจ้าอยู่หัวรัชกาลที่ 9 ทรงครองสิริราชสมบัติ ครบ 50 ปี ในวันที่ 9 มิถุนายน พ.ศ. 2539 และเพื่อความเป็นศิริมงคล เป็นหลักชัยละมิ่งขวัญรวมทั้งเป็นศูนย์รวมจิตใจของประชาชนชาวจังหวัดสุราษฎร์ธานี
ออกแบบโดยคณะช่างจากกรมศิลปากร ด้วยการเน้นรูปลักษณ์ที่เป็นสถาปัตยกรรมท้องถิ่นเดิม ที่ได้รับอิทธิพลมาจาก ลังกา ชวา และ เขมรสมกลมกลืนกัน มีรูปแบบตามตามศิลปกรรมศรีวิชัย
