ในปี พ.ศ. 2522 นายประมูล รักษาแก้ว หัวหน้าศูนย์วิจัยนิเวศวิทยาป่าไม้กันตัง กองบำรุง กรมป่าไม้ ได้มีบันทึกลงวันที่ 7 พฤศจิกายน 2522 เสนอกองอุทยานแห่งชาติ กรมป่าไม้ ว่า ได้ทำการออกสำรวจป่าเพื่อทำการวิจัยนิเวศวิทยาในท้องที่ตำบลกันตัง จังหวัดตรัง พบว่า บริเวณหาดแหลมหยงลำเป็นหาดทรายขาวสวยงาม มีความยาวประมาณ 5 กิโลเมตร มีสนทะเลขึ้นอยู่ตามธรรมชาติเหมาะที่จะจัดให้เป็นวนอุทยาน เป็นที่พักผ่อนของประชาชน กองอุทยานแห่งชาติ กรมป่าไม้ จึงได้มีคำสั่งที่ 2502/2522 ลงวันที่ 22 ธันวาคม 2522 ให้ นายสมบูรณ์ วงศ์ภักดี นักวิชาการป่าไม้ 5 ไปทำการสำรวจซึ่งปรากฏว่า สภาพพื้นที่เหมาะแก่การจัดตั้งเป็นวนอุทยานได้ กรมป่าไม้จึงได้มีคำสั่งที่ 378/2523 ลงวันที่ 25 กุมภาพันธ์ 2523 ให้ นายประมูล รักษาแก้ว ทำหน้าที่หัวหน้าวนอุทยานแหลม หยงลำ อีกหน้าที่หนึ่ง

ต่อมาวนอุทยานแหลมหยงลำได้มีหนังสือที่ กส.0708(ลล)/1 ลงวันที่ 17 มิถุนายน 2523 และบันทึกที่ กส.0708(ลล)/พิเศษ ลงวันที่ 11 กันยายน 2523 ส่งรายงานการสำรวจเบื้องต้นวนอุทยานแหลมหยงลำเพื่อจัดตั้งเป็นอุทยานแห่งชาติ กองอุทยานแห่งชาติจึงได้นำเสนอคณะกรรมการอุทยานแห่งชาติในคราวประชุมครั้งที่ 3/2523 เมื่อวันที่ 21 ตุลาคม 2523 เพื่อพิจารณากำหนดที่ดินบริเวณแหลมหยงลำเป็นอุทยานแห่งชาติ ซึ่งคณะกรรมการอุทยานแห่งชาติเห็นสมควรปรับปรุงแนวเขตใหม่ให้เหมาะสมโดยจัดตามแนวเขตธรรมชาติให้มากที่สุด กองอุทยานแห่งชาติจึงได้ดำเนินการสำรวจแนวเขตพื้นที่ดังกล่าว และได้นำเสนอคณะกรรมการอุทยานแห่งชาติในคราวประชุมครั้งที่ 4/2523 เมื่อวันที่ 23 ธันวาคม 2523 ได้มีมติเห็นสมควรให้กำหนดพื้นที่แหลมหยงลำ หาดยาว หาดสั้น หาดเจ้าไหม และหาดปากเมง เป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดที่ดินป่าคลองไหโละ ป่าคลองปอ และป่าคลองกันตัง ในท้องที่ตำบลไม้ฝาด อำเภอสิเกา ตำบลบ่อน้ำร้อน ตำบลบางสัก ตำบลเกาะลิบง อำเภอกันตัง จังหวัดตรัง พื้นที่ 144,300 ไร่ หรือ 230.88 ตารางกิโลเมตร เป็นอุทยานแห่งชาติ โดยประกาศในราชกิจจานุเบกษาเล่ม 98 ตอนที่ 170 ลงวันที่ 14 ตุลาคม 2524 นับเป็นอุทยานแห่งชาติลำดับที่ 36 ของประเทศไทย

ต่อมาได้มีพระราชกฤษฎีกาเพิกถอนพื้นที่บางส่วนในเขตอุทยานแห่งชาติป่าคลองไหโละ ป่าคลองปอ และป่าคลองกันตัง ในท้องที่ตำบลเกาะลิบง อำเภอกันตัง จังหวัดตรัง เมื่อวันที่ 1 กันยายน 2532 ลงในราชกิจจานุเบกษา เล่ม 106 ตอนที่152 ลงวันที่ 13 กันยายน 2532 จำนวน 0.012 ตารางกิโลเมตร เพื่อทำการก่อสร้างโรงเรียนบ้านหาดยาว ของสำนักงานประถมศึกษาอำเภอกันตัง จังหวัดตรัง ทำให้พื้นที่อุทยานแห่งชาติหาดเจ้าไหมในปัจจุบันคงเหลือเพียง 230.868 ตารางกิโลเมตร
