จัดตั้งขึ้นในอาคารราชินูทิศ ซึ่งเป็นอาคาร 2 ชั้น รูปทรงแบบตะวันตก สร้างขึ้นในสมัยรัชกาลที่ 6 พิพิธภัณฑ์แห่งนี้เกิดขึ้นโดยการนำของ นายชัยพร รัตนนาคะ อดีตผู้ว่าราชการจังหวัดอุดรธานี ที่ได้รวมพลังประชาชนชาวจังหวัดอุดรธานีจัดตั้งพิพิธภัณฑ์เมืองขึ้น โดยใช้เวลาในการดำเนินการเพียง 111 วัน เปิดให้เข้าชมเป็นครั้งแรกเมื่อวันที่ 18 มกราคม พ.ศ. 2547 ซึ่งเป็นวันคล้ายวันสถาปนาจังหวัดอุดรธานี ครบรอบ 111 ปี
