ภาครัฐได้พยายามแก้ไขปัญหาแรงงานต่างด้าวหลหนีเข้าเมืองโดยใช้มาตรการและวิธีการต่างๆ โดยมีเป้าหมายสุดท้ายคือใช้แรงงานต่างด้าวถูกกฎหมายโดยสรุปดังนี้
1) ใช้มาตรการผ่อนผันให้นายจ้าง/สถานประกอบการนำแรงงานต่างด้าวหลบหนีเข้าเมืองมาจดทะเบียนและขอใบอนุญาตทำงานตั้งแต่ปี2535 สืบเนื่องมาจนถึงปัจจุบัน
2) มีการจัดตั้งคณะกรรมการบริหารแรงงานต่างด้าวหลบหนีเข้าเมือง (กบร.) ขึ้นมาเพื่อกำหนดนโยบาย มาตรการในการบริหารจัดการและแก้ไขปัญหาแรงงานต่างด้าวหลบหนีเข้าเมือง
3) ร่วมมือกับประเทศเพื่อนบ้านในการแก้ไขปัญหาแรงงานต่างด้าวหลบหนีเข้าเมืองโดยมีการลงนามในบันทึกความเข้าใจว่าด้วยความร่วมมือด้านการจ้างแรงงาน ประเทศพม่า ลาว กัมพูชา และมีการดำเนินการที่สำคัญ ได้แก่ การพิสูจน์สัญชาติและการนำเข้าแรงงานต่างด้าวอย่างถูกต้องตามกฎหมาย
4) ใช้มาตรการทางกฎหมายในการควบคุมแรงงานต่างด้าวหลบหนีเข้าเมือง ได้แก่พระราชบัญญัติคนเข้าเมืองพ.ศ.2522พระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์พ.ศ.2551พระราชบัญญัติการทำงานของคนต่างด้าว พ.ศ. 2551 พระราชบัญญัติการทะเบียนราษฎร พ.ศ. 2534 พระราชบัญญัติสัญชาติพ.ศ. 2508พระราชบัญญัติคุ้มครองแรงงาน พ.ศ. 2541
