ศูนย์ศึกษาการพัฒนาอ่าวคุ้งกระเบน อันเนื่องมาจากพระราชดำริ จัดตั้งขึ้นตามพระราชดำริพระบาทสมเด็จพระเจ้าอยู่หัวฯ ในคราวที่พระบาทสมเด็จพระเจ้าอยู่หัวฯ เสด็จเปิดพระบรมราชานุสาวรีย์สมเด็จพระเจ้าตากสินมหาราช ณ จังหวัดจันทบุรี เมื่อวันที่ ๒๘ ธันวาคม ๒๕๒๔เพื่อให้เป็นศูนย์กลางการศึกษา ทดลอง วิจัย และพัฒนาอันเป็นรูปแบบ “การจัดการทรัพยากรชายฝั่งด้านประมงและการเกษตรอย่างยั่งยืน”

ศูนย์ศึกษาการพัฒนาอ่าวคุ้งกระเบน อันเนื่องมาจากพระราชดำริ ตั้งอยู่ที่ตำบลคลองขุด อำเภอท่าใหม่ จังหวัดจันทบุรี มีพื้นที่ดำเนินการประมาณ ๖๑,๐๒๖ ไร่ ครอบคลุมพื้นที่ ๒๓ หมู่บ้าน ตามแนวชายฝั่งทะเล และพื้นที่ตอนในของอำเภอท่าใหม่ และอำเภอนายายอาม

แนวพระราชดำริ

พระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงห่วงใยราษฎรที่ประสบปัญหาเสื่อมโทรมของพื้นที่เพาะปลูก ทรัพยากรธรรมชาติถูกทำลาย ทำให้ผลผลิตด้านการเกษตรและการประมงลดต่ำลง จึงมีพระราชดำริที่จะทำการศึกษาพัฒนาพื้นที่ในเขตที่ดินชายทะเล เพื่อแนะนำให้ประชาชนได้มีความรู้ และเล็งเห็นความสำคัญของการใช้ และการอนุรักษ์ทรัพยากรธรรมชาติด้านต่างๆ อย่างเหมาะสม จึงพระราชทานพระราชดำริแก่
ผู้ว่าราชการจังหวัดจันทบุรี เมื่อวันที่ ๒๘ ธันวาคม ๒๕๒๔ ความว่า

“…ให้พิจารณาพื้นที่เหมาะสม จัดทำโครงการพัฒนาอาชีพการประมงและการเกษตรในเขตพื้นที่ดินชายฝั่งทะเลของจังหวัดจันทบุรี…”

ต่อมาเมื่อวันที่ ๓๐ ธันวาคม ๒๕๒๔ พระบาทสมเด็จพระเจ้าอยู่หัวฯ ได้มีพระราชดำริเพิ่มเติม
ณ พระตำหนักจิตรลดารโหฐาน กับนายเล็ก จินดาสงวน และนายสุหะ ถนอมสิงห์ เกี่ยวกับโครงการพัฒนาที่จะเกิดขึ้นในเขตจังหวัดจันทบุรี ความว่า

“...ให้พิจารณาจัดหาพื้นที่ป่าสงวนเสื่อมโทรม หรือพื้นที่สาธารณะประโยชน์ เพื่อจัดตั้งศูนย์ศึกษาการพัฒนา เช่นเดียวกับศูนย์ศึกษาการพัฒนาเขาหินซ้อนให้เป็นศูนย์ศึกษาเกี่ยวกับการพัฒนาในเขตที่ดินชายทะเล...”

ซึ่งจากการดำเนินงานตามแผนแม่บทที่ผ่านมา การดำเนินงานสามารถบรรลุผลสำเร็จตามแนวพระราชดำริที่พระราชทานให้ไว้ในระดับหนึ่ง เช่น การส่งเสริมและพัฒนาอาชีพให้แก่เกษตรกร
การอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติและสภาพแวดล้อม โดยสามารถขยายผลสู่ประชาชนในหมู่บ้านรอบๆ ศูนย์ฯ ก่อให้เกิดรายได้และคุณภาพชีวิตที่ดีขึ้น และเพื่อให้การดำเนินงานสนองพระราชดำริได้ครบถ้วนสมบูรณ์ และเกิดความยั่งยืน สามารถนำผลสำเร็จไปขยายผลสู่ประชาชนมากยิ่งขึ้น ศูนย์ฯ จึงได้จัดทำแผนแม่บทฉบับที่ ๕ (พ.ศ.๒๕๕๐ - ๒๕๕๔) ขึ้น เพื่อใช้แผนแม่บทเป็นกรอบและเครื่องมือชี้นำการดำเนินงานให้เกิดประสิทธิภาพ เกิดประโยชน์สุขแก่เกษตรกรอย่างแท้จริง
