วิทยาลัยอาชีวศึกษาแม่สาย ก่อตั้งขึ้นจากแนวความคิดของนายเจริญ ปรีดีพจน์ ได้เล็งเห็นว่าการศึกษามีความสำคัญอย่างยิ่งต่อการครองชีพและอนาคตของชาวจีนอพยพในเขตภาคเหนือของประเทศไทย ซึ่งส่วนใหญ่ลูกหลานชาวจีนเหล่านี้อยู่ในฐานะค่อนข้างยากจนด้อยโอกาสที่จะได้เข้าศึกษาต่อในสถาบันการศึกษาในระดับกลางและระดับสูงต่อไป และมิใช่เฉพาะลูกหลานชาวจีนเท่านั้นบุคคลทั่วไปที่มีความสนใจที่จะเข้ามาเรียนในโรงเรียนอาชีวศึกษาแม่สายแห่งนี้ ทางโรงเรียนก็เปิดรับทั่วไปเช่นกัน โดยหลักสูตรการเรียนการสอนได้ยึดเอาหลักสูตรของสำนักงานคณะกรรมการการอาชีวศึกษา และเน้นการใช้ภาษาจีนเพื่อรองรับการขยายตัวทางเศรษฐกิจของภูมิภาคนี้ ซึ่งต่อไปในอนาคตภาษาจีนจะเป็นภาษาทางธุรกิจต่อไป
