หลักการและเหตุผล : กระทรวงศึกษาธิการมีนโยบายของการรวมพลังยกระดับคุณภาพการศึกษา โดยเน้นความสัมพันธ์เชื่อมโยงด้านต่างๆ ที่มีความสำคัญต่อการศึกษา และเชื่อมโยงเป้าหมายไปยังมาตรฐานสากล ดังนั้นเพื่อรองรับกับนโยบายของกระทรวงศึกษาธิการ สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานจึงมีวิสัยทัศน์ในการที่จะเป็นองค์กรเพื่อการขับเคลื่อนคุณภาพการศึกษาขั้นพื้นฐานของประเทศให้สูงเทียบเท่าค่าเฉลี่ยของโลกภายในปี 2563 เช่น เลื่อนอันดับของประเทศไทยให้มีอันดับต้นๆ ของจัดอันดับ PISA และการจัดอันดับมหาวิทยาลัย ซึ่งต้องอาศัยการมีส่วนร่วมของทุกภาคส่วนของสังคม จึงจะบรรลุผลสำเร็จ ทั้งนี้ การยกระดับคุณภาพทางการศึกษาไม่ใช่เพื่อการรองรับการเป็นประชาคมอาเซียนเท่านั้น แต่เป้าหมายจะไกลกว่า คือการพัฒนาขีดความสามารถเพื่อพร้อมสำหรับเวทีโลกและสากล
วัตถุประสงค์ :
1. เพื่อยกระดับคุณภาพการศึกษา
2. เพื่อกระตุ้นความสนใจและตระหนักถึงความสำคัญด้านเทคโนโลยี เพื่อพัฒนาการศึกษาของประเทศ
3. เพื่อกระตุ้นความสนใจและตระหนักถึงความสำคัญทางด้านภาษา เพื่อพัฒนาการศึกษาของประเทศ
4. เพื่อส่งเสริมบทบาทของภาคเอกชนและภาคประชาสังคมในภาคการศึกษา
5. เพื่อพัฒนาคุณภาพการศึกษาเพื่อเป็นศูนย์กลางทางการศึกษาในภูมิภาค
