ในอดีตประชากรมนุษย์มีจำนวนน้อย จึงใช้ประโยชน์จากทรัพยากรธรรมชาติอย่างเต็มที่แต่เมื่อประชากรมนุษย์เพิ่มขึ้น ความต้องการใช้ทรัพยากรธรรมชาติก็เพิ่มมากขึ้นด้วย จนทำให้ทรัพยากรธรรมชาติลดน้อยลงไป และไม่เพียงพอต่อความต้องการของมนุษย์
