พระราชบัญญัติประกันวินาศภัย (ฉบับที่ 3) พ.ศ. 2558 มีสาระสำคัญดังนี้
1. กำหนดโครงสร้างผู้ถือหุ้น หรือกรรมการบริษัทประกันภัยให้เอื้อต่อการสร้างความเข้มแข็งให้กับบริษัท และความมั่นคงของธุรกิจประกันภัย
2. คงระดับการถือหุ้นในบริษัทประกันภัยของบุคคลซึ่งไม่มีสัญชาติไทยไว้ 3 ระดับเช่นเดิม คือ
2.1 กรณีกรณีทั่วไป บุคคลผู้ไม่มีสัญชาติไทยถือหุ้นในบริษัทประกันภัยได้ ไม่เกินร้อยละ 25 (มีกรรมการที่เป็นบุคคลซึ่งไม่มีสัญชาติไทย ไม่เกินหนึ่งในสี่)
2.2 กรณีมีเหตุสมควร คณะกรรมการ คปภ. อาจอนุญาตให้บริษัทประกันภัยมีบุคคลซึ่ง ไม่มีสัญชาติไทยถือหุ้นได้ถึงร้อยละ 49 (มีกรรมการที่เป็นบุคคลซึ่งไม่มีสัญชาติไทยเกินหนึ่งในสี่ แต่ไม่ถึงกึ่งหนึ่ง)
2.3 กรณีบริษัทมีฐานะหรือการดำเนินการอยู่ในลักษณะอันอาจเป็นเหตุให้เกิดความเสียหายแก่ผู้เอาประกันภัยหรือประชาชน และให้ขยายรวมไปถึงกรณีเพื่อเสริมสร้างความมั่นคงของบริษัท หรือเพื่อความมั่นคงของธุรกิจประกันภัยด้วย รัฐมนตรีโดยคำแนะนำของคณะกรรมการ คปภ. มีอำนาจผ่อนผันให้บุคคลผู้ไม่มีสัญชาติไทยถือหุ้นในบริษัทประกันภัยเกินร้อยละ 49 ได้ (กรรมการที่เป็นบุคคลซึ่งไม่มีสัญชาติไทยเกินกึ่งหนึ่งของจำนวนกรรมการทั้งหมด)
3. กำหนดขั้นตอนให้กองทุนประกันชีวิต/วินาศภัย (กองทุนฯ) ชำระหนี้ให้เจ้าหนี้ซึ่งมีสิทธิได้รับ ชำระหนี้ที่เกิดจากการเอาประกันภัย เมื่อบริษัทถูกเพิกถอนใบอนุญาตประกอบธุรกิจประกันวินาศภัย/ชีวิต ได้รวดเร็วขึ้น โดยไม่ต้องรอให้สิ้นสุดกระบวนการล้มละลาย
4. ให้กองทุนฯ มีอำนาจในการกู้ยืมเงิน ออกตั๋วเงิน หรือตราสารทางการเงินอื่น เพื่อนำเงินมา ช่วยเหลือเจ้าหนี้ดังกล่าว เมื่อกองทุนฯ มีเงินไม่เพียงพอ และเพิ่มอำนาจให้คณะกรรมการบริหารกองทุนกำหนด หลักเกณฑ์ วิธีการ และเงื่อนไขการกู้ยืมเงิน ออกตั๋วเงิน หรือตราสารทางการเงินอื่นของกองทุน โดยต้องได้รับความเห็นชอบจากคณะกรรมการ คปภ.
5. เพิ่มหน้าที่ของกองทุนประกันวินาศภัยในการเป็นผู้ชำระบัญชีได้ ตามที่คณะกรรมการ คปภ. แต่งตั้ง
6. ให้กรรมการ ผู้จัดการ บุคคลซึ่งมีอำนาจกระทำการแทนบริษัท ที่ปรึกษาและพนักงานของบริษัทมีหน้าที่ส่งมอบบัญชีและเอกสารหลักฐานต่างๆ ทั้งหมดให้แก่ผู้ชำระบัญชีภายในเจ็ดวันนับแต่วันที่บริษัทถูกเพิกถอนใบอนุญาต เพื่อความรวดเร็วในการรวบรวมทรัพย์สินของบริษัท และกำหนดบทลงโทษบุคคลดังกล่าวหากไม่ปฏิบัติตาม
