ใน พ.ศ. 2365 ขุนภักดีชุมพลได้ย้ายชุมชนมาอยู่ที่บ้านหลวง ซึ่งอยู่ระหว่างบ้านหนองหลอดกับบ้านหนองปลาเฒ่า ในเขตอำเภอเมืองชัยภูมิปัจจุบัน เนื่องจากสถานที่เดิมเริ่มคับแคบ ไม่พอกับจำนวนพลเมืองที่เพิ่มขึ้น

พ.ศ. 2367 ได้ที่การพบบ่อทองที่บริเวณลำห้วยชาด นอกเขตบ้านหลวง ขุนภักดีขุมพลจึงได้นำทองในบ่อนี้ไปส่วยแก่เจ้าอนุวงศ์และขอยกฐานะบ้านหลวงขึ้นเป็นเมือง เจ้าอนุวงศ์จึงประทานชื่อเมืองแก่ขุนภักดีชุมพลว่า เมืองชัยภูมิ และเลื่อนบรรดาศักดิ์ให้เป็นพระภักดีชุมพล ทว่าต่อมาพระภักดีชุมพลได้ขอเอาเมืองชัยภูมิขึ้นตรงต่อเมืองนครราชสีมา และส่งส่วยแก่กรุงเทพแทน ไม่ขึ้นแก่เจ้าอนุวงศ์เวียงจันทน์อีกต่อไป พระบาทสมเด็จพระพุทธเลิศหล้านภาลัย จึงทรงพระกรุณาโปรดเกล้าฯ ให้ยกบ้านหลวงเป็นเมืองชัยภูมิ และแต่งตั้งพระภักดีชุมพล (แล) เป็นพระยาภักดีชุมพล (แล) เจ้าเมืองชัยภูมิคนแรก สร้างความไม่พอใจแก่ทางฝ่ายเวียงจันทน์อย่างมาก
