คำว่า..โทรศัพท์ทางสาย.. ก็เริ่มแพร่ขยายวงออกไป ในภูมิภาคตะวันออกอย่างรวดเร็ว เมืองพัทยาก็เป็นเมืองที่อยู่ไกลจากกรุงเทพฯ อยู่พอสมควร จึงทำให้เกิดการรับสัญญาณภาพโทรทัศน์ จึงไม่มีความคมชัด เช่น เดียวกับจังหวัดจันทบุรี และอีกประการคือ เมืองพัทยาเป็นเมืองตากอากาศ ที่เริ่มจะมีชื่อ อีกทั้งยังมีการเริ่มต้น ในธุรกิจโรงแรม เพื่อรองรับนักท่องเที่ยว


ดังนั้น จึงมีนักธุรกิจเข้ามาประกอบการมากมาย ความต้องการที่จะรับชมข่าวสารจึงมีตามเชปี พ.ศ.2525 ก็ได้มีนักธุรกิจกลุ่มหนึ่งซึ่งประกอบไปด้วย นายโสภณ เพร็ชตระกูลนายสุทัศน์ บุญช่วยเหลือ นายสถาพร เชื้ออาร์ย ซึ่งทั้ง 3 คนได้เห็นว่าธุรกิจ โทรทัศน์ทางสาย เป็นธุรกิจที่สามารถ ทำกำไรได้และเป็นธุรกิจ ที่ไม่ต้องแข่งขันกับธุรกิจอื่นๆ ซึ่งมาลงทุนในเมืองพัทยาในสมัยนั้น การประกอบการโทรทัศน์ทางสาย ในสมัยนั้นยังไม่มีชื่อเรียกว่า เคเบิล ที.วี.แต่อย่างไร และการประกอบการ ในช่วงปี พ.ศ.2525 - 2527


เป็นการประกอบการรูปแบบ การส่งสัญญาณภาพและเสียงของวีดีโอเทป ส่งไปตามสายเพื่อให้ลูกค้ารับชมภายในบ้าน ซึ่งการส่งสัญญาณภาพและเสียงนั้น ต้องอาศัยสายที่เรียกว่า สายโคแอกเชี่ยล หรือเราเรียกว่า สายเคเบิลนั่นเอง แต่อย่างไรก็ตาม การที่มีสายเป็นองค์ประกอบ ก็หมายความว่าก็ต้องมีเสาไฟฟ้าเข้าเกี่ยวข้องด้วยเสมอไป แต่ในยุคแรกๆนั้น ทางการไฟฟ้า ไม่อนุญาตให้มีสายไฟชนิดอื่น เข้ามาเกี่ยวข้องกับเสาไฟฟ้า กับการไฟฟ้าโดยเด็ดขาด แต่ปัญญาและอุปสรรคดังกล่าว ก็มิทำให้ความพยายามจบลงไป ทางผู้ประกอบการโทรทัศน์ทางสายนั้น ก็ได้ตั้งเสาเพื่อรองรับสายเอง โดยตั้งคู่ไปกับเสาของการไฟฟ้า แต่ในเวลาต่อมาทางการไฟฟ้า เห็นว่าโทรทัศน์ทางสาย มิได้ทำเรื่องเสื่อมเสีย อีกทั้งยังเป็นเครื่องมือในการประชาสัมพันธ์ กิจการของราชการอีกทางหนึ่ง จึงได้มีการอนุญาต เพื่อพาดเสาไฟฟ้าได้ในที่สุด และในปีพ.ศ. ดังกล่าวให้บริการช่องรายการอยู่เพียง 2 ช่องรายการเท่านั้นการให้บริการก็เป็นเพียงในระยะทางใกล้ๆ และมีการเรียกเก็บค่าบริการอยู่ ประมาณเดือนละ 100 บาทในขณะนั้นยังมิได้จดทะเบียนบริษัท จดเป็นเพียงห้างหุ้นส่วน ชื่อชมรมวีดีโอเคเบิล เมืองพัทยาสำนักงานตั้งอยู่่บริเวณเลขที่ 194/12 ถนนพัทยากลาง เมืองพัทยา ซึ่งปัจจุบันเป็นที่ตั้งของโรงแรม
