ความร่วมมือภายใต้กรอบ BIMSTEC ก่อตั้งขึ้นเมื่อวันที่ 6 มิถุนายน 2540 ภายใต้การริเริ่มและผลักดันของไทยโดยใช้ชื่อว่า Bangladesh-India-Sri Lanka-Thailand Economic Cooperation หรือ BISTEC มีสมาชิกรวม 7 ประเทศ คือ บังคลาเทศ ศรีลังกา อินเดีย ไทย พม่า เนปาล และภูฎาน ซึ่งภายหลังจากการประชุมระดับผู้นำกลุ่มประเทศ BIMSTEC วัตถุประสงค์เพื่อ การสร้างความเจริญทางเศรษฐกิจและสังคมในภูมิภาคที่ตั้งอยู่บนพื้นฐานของความเท่าเทียมกัน และส่งเสริมผลประโยชน์ร่วมกันทางด้านเศรษฐกิจ สังคม เทคโนโลยี และความความช่วยเหลือระหว่างประเทศสมาชิก ในรูปของการฝึกอบรม รวมถึงการค้นคว้าวิจัย และการกระชับความร่วมมือระหว่างประเทศเพื่อใช้ประโยชน์จากภาคกสิกรรมและอุตสาหกรรม การขยายการค้าและการลงทุน ตลอดจนปรับปรุงการสื่อสารและการคมนาคม เพื่อยกระดับความเป็นอยู่ของประชากรในภูมิภาค และส่งเสริมความร่วมมือที่ใกล้ชิดกับองค์การระหว่างประเทศ
