สร้างขึ้นตั้งแต่สมัยรัชกาลที่ 5 ภายในบริเวณพระราชวังดุสิต เป็นสวนพฤกษชาติส่วนพระองค์ ต่อมาในสมัยรัชกาลที่ 8 ได้ทรงให้ทางเทศบาลกรุงเทพฯ จัดสร้างให้เป็นสวนสัตว์และสถานที่พักผ่อนหย่อนใจสำหรับประชาชนทุกระดับชั้น และมีการปรับปรุงพัฒนาอยู่เรื่อย ๆ ตลอดมา
