1) สนับสนุนการสร้างธรรมาภิบาลในระบอบประชาธิปไตยและกระบวนการกระจายอำนาจ
2) การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างยั่งยืน
3) ส่งเสริมการแก้ปัญหาเอชไอวีเอดส์ที่มีประสิทธิผล โดยคำนึงถึงสิทธิมนุษยชน
4) เสริมสร้างประสิทธิภาพของการติดตามความก้าวหน้าในการพัฒนาคน ซึ่งมีตัวชี้วัดความยากจน สุขอนามัย การศึกษา สิ่งแวดล้อม และการเท่าเทียมของหญิงชาย ด้วยการสนับสนุนข้อมูลเชิงนโยบาย ในทุกภาคส่วนที่เกี่ยวข้อง
5) สนับสนุนให้ประเทศไทยก้าวสู่บทบาทใหม่ในการเป็นผู้ให้ความช่วยเหลือเพื่อการพัฒนาแก่ประเทศเพื่อนบ้านและประเทศกำลังพัฒนาอื่นๆ
