(1) ไม่ปรากฏชื่อผู้ประสงค์จะเสนอราคารายนั้น ในบัญชีผู้รับเอกสารประกวดราคา หรือในหลักฐานการรับเอกสารประกวดราคาจ้างด้วยวิธีการทางอิเล็กทรอนิกส์
(2) เสนอรายละเอียดแตกต่างไปจากเงื่อนไขที่กำหนดในเอกสารประกวดราคาจ้างที่เป็นสาระสำคัญหรือมีผลทำให้เกิดความได้เปรียบเสียเปรียบแก่ผู้ประสงค์จะเสนอราคารายอื่น
